Job overview
You will lead and develop large, high-performing organizations responsible for the end-to-end planning, design, construction, implementation, and optimization of wireline and wireless network infrastructure. This role is accountable for safe, compliant, and cost-effective execution of complex, multi-year construction and engineering programs, including fiber build expansion, legacy copper transformation, and customer-impacting work. Your leadership will drive operational excellence, workforce effectiveness, and cross-functional alignment across RAN, OSP, fiber, and project management functions.
What you’ll do
Lead and develop multi-layered teams across construction, engineering, project management, and operations, including hiring, coaching, performance management, and succession planning.
Direct the planning, design, construction, and optimization of wireline and wireless network infrastructure, including fiber deployment, copper reclamation, and mobility integration initiatives.
Oversee execution of large-scale, multi-year construction and engineering programs, ensuring safe, timely, and cost-effective delivery aligned to business priorities.
Manage capital budgets, workforce planning, inventory, tools, and supplier coordination to ensure efficient use of financial and human resources.
Partner cross-functionally with operations, supply chain, labor relations, sales, and marketing to drive convergence, fiber penetration, and network monetization.
Ensure compliance with regulatory requirements, environmental obligations, and AT&T safety, quality, and construction standards through field inspections and governance.
What you’ll need
Extensive experience leading telecommunications construction and engineering operations across fiber, OSP, RAN, or related network domains.
Strong knowledge of network planning, design, and construction processes, including large-scale fiber build and legacy copper transformation programs.
Proven ability to manage complex, multi-year capital programs with accountability for cost, schedule, quality, and safety.
Experience managing vendor, supplier, and contractor relationships, including contract negotiation and performance management.
Working knowledge of telecommunications construction standards, regulatory compliance, and environmental requirements.
Ability to analyze and act on operational and performance metrics to drive continuous improvement.
What you’ll bring
Bachelor’s degree (BS/BA) desired.
10+ years of related experience in telecommunications construction, engineering, network operations, or infrastructure delivery.
Demonstrated experience leading large organizations, including direct supervision of managers and senior leaders.
Experience working within union labor environments and managing contractual labor partnerships.
Strong background influencing hiring, promotion, disciplinary, and compensation decisions.
Experience operating in large, highly scaled, or regulated environments preferred.

This role may be responsible for supporting AT&T’s compliance with environmental laws and regulations, including work related to construction projects, fuel tanks, generators, hazardous materials, manholes and vaults, water discharge, and air emissions, as applicable to the job function.
Geographic scope of responsibility currently includes Alabama, Mississippi, Louisiana, Arkansas, Oklahoma, Kansas, and Missouri. This scope may change based on business needs. The job reporting location is 1876 Data Dr, Birmingham, AL 35244.
Our AVP-Network Access Construction & Engineering, earns between $206,900 - $310,300 annually. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
