III. NATURE AND SCOPE
As the Construction EHS manager, this role is responsible for all the safety related issues such as safety procedures and work instructions, engineering procedures, training, qualifications, site safety audit, regular inspections and etc. for APK construction team and PDO Korea team.
He or she needs to be competitive and passionate about safety culture, activities, and performances by AP employees and construction contractors working at Air products project sites to meet the Air products’ safety policy and philosophy.
The safety is the number one value of all contractors engaged in work activities and Safety shall not be sacrificed in lie of schedule, cost, production, or any other component of the work process.
And he or she needs to support the projects in terms of Industrial safety acts and SAPA(Serious Accident Punishment Act).
IV. PRINCIPAL ACCOUNTABILITIES
The Construction EH&S (Environment, Health, and Safety) manager duties include, but are not limited to the following:
- Analyze site-specific safety and health procedures for adequacy.
- Prepares site safety execution plan.
- Ensure compliance with all appropriate safety and health procedures through regular site inspection, documenting such recommendations to management and immediate action on imminent danger situations.
- Ensure proper orientation of Contractor workers (new site employee safety orientation).
- Ensures all applicable Air Products EHS requirements are implemented during construction including evaluating contractor safety plans, establishing bridging documents, hazard identification processes, authorization to mobilize, training and onboarding of project personnel, construction hazardous work permitting, EHS performance reporting and ongoing EHS compliance.
- Ensure orientation of management and supervision concerning Safety Procedures, their responsibilities, and compliance.
- Ensures the Project and Contractor provide adequate investigation/analysis of incidents and accidents (non-injury and injury).
- Ensures the Project and Contractor provide prompt and adequate treatment for injured Contractor employees.
- Ensure preparation and submittal of required safety and health record keeping information.
- Assist with safety and health training information for education of management, coordinators, and Contractors pertaining to:
- Accident/Incident analysis (cause, results, and corrective action).
- Inspection analysis and needed corrective actions.
- Trend analysis.
- Safe work procedures.
- Project EHS data and trends
- Ensure adequacy of personal protective equipment (PPE) selected for employee use, when required.
- Ensure documentation of required safety and health record keeping information (i.e., inspections, training, first aid logs, OSHA logs, etc.)
- Provide safety evaluations of Contractors and their supervisors to management, as necessary.
- Initiate, and lead, injury prevention campaigns.
- Initiate, and lead, safety recognition/incentive program.
- Facilitates weekly “all hands safety meetings” (lead by Site CM)
- Ensures toolbox meetings are conducted and audited.
- Ensure training for high-risk activities are conducted.
- Ensure permitting process is followed.
- Audit the Safety Pre-Task analysis as prepared by contractors/vendors.
- Maintain and update the construction key box in an organized manner
- Monitor office for safety related items such as ergonomics, office chairs, trash cans, office tidiness, etc.
- Assist in safety training, EH&S meeting minutes, EH&S lunch request, EH&S data tracking, EH&S logging and statistical tracking, EH&S appointment scheduling and assist in scheduling of new hire orientations.
- Responsible for initiating and maintaining visitor sign in forms and rosters
- Clerical assistance in site evacuation plan and procedures and notification flow charts.
- Facilitate various EH&S (Environment, Health, and Safety) meeting events.
- Clerical assistance in the project EH&S incentive program.
- Coordinate with various subcontractors regarding EH&S programs.
- EH&S record keeping.
- EH&S coordination includes ordering, tracking and return of PPE.
- Set up EH&S meeting schedules and coordinate EH&S personnel
- Vehicle maintenance tracking log.
- Maintain safety supply inventory.
- Willingness to travel and be based in remote location in Korea and/or other countries.
- Willingness to work in the field-based environment.
V. MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Fluent spoken and written English or Chinese to communicate with Asia PDO team.
- Bachelor degree or above, majored in safety or equivalent.
- 10+ years working experience in total, 5+ years in construction projects for industrial gas plant construction projects, chemical or petrochemical projects as a construction safety manager or engineer.
- Ability to multi-tasks, managing several activities at any time.
- Knowledge of project execution & site management, especially in construction projects.
- Good communication and interpersonal skills among various functions.
- Construction related certificates such as “Engineer Construction Safety” (Korea National Technical Qualification), “Engineer Industrial Safety(Korea National Technical Qualification)” to be assigned to the required project site and other construction related certificates.
Advantages:
- Knowledge and experience of industrial gas projects or any plant construction projects including civil, mechanical and piping, electrical and instrument activities.
- Experience in construction management and/or construction estimation in international engineering company or high ranked local EPC.
- Knowledge and experience on construction subcontract management.
- Knowledge and experience on various construction types of contracts.
Has certificates, licenses or experience related to the construction activities.
