What will you do?
- Serve as the primary champion and facilitator for the Blatchford Concept Plan and Business Case, managing its evolution in response to market conditions and Council priorities
- Provide clear direction on complex business and financial strategies that have long-term impacts on project-retained earnings
- Chair cross-departmental Integration Committees to ensure the timely coordination of major City Building Projects, such as potential community energy solutions and sustainable transportation links
- Oversee site preparation milestones, including environmental assessments and remediation, to ensure land parcels are physically and administratively ready for sale
- Manage the Invitation for Offers to Purchase (IFOP) procurement process to select qualified development partners and ensure compliance with mandatory green building standards
- Act as the central point of contact and primary media spokesperson for internal departments, external developers, and community partners
- Develop 4-year strategic action plans and author detailed annual progress reports for senior leadership and City Council
- Perform other duties as required
- Degree in business administration, public administration, political science, project management or a related area of specialization
- Minimum of 9 (nine) years of progressively responsible experience including leadership and project management with a focus on land development, land planning, real estate transactions, business planning, budget development, financial analysis, research, operations management, or process development
Assets:
- An advanced graduate degree in a relevant field
- Professional designations such as Chartered Financial Analyst (CFA), Project Management Professional (PMP), Accredited Appraiser of the Canadian Institute (AACI), Professional Engineer (P.Eng), or Professional Planner (P.App, APPI)
- Progressively responsible supervisory experience
Skills required for success:
- Proven ability to manage outcomes across cross-functional teams and keep a multi-year project flexible to shifting market dynamics
- Expertise in creating long-term forecasts, managing self-supporting debt/cash flows, and providing strategic recommendations to senior leadership
- Exceptional capacity to coordinate interested and/or affected parties, manage developer partnerships, and represent the city's position to media outlets
- Comfort navigating the complexities of large-scale sustainable utility infrastructure, vertical construction, and low-impact design features like bioswales

Work Environment:
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- Occasional site visits to an active construction and land development development site, which necessitates the use of appropriate Personal Protective Equipment (PPE).
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance

Salary Range: $54.546 - $77.925 (Hourly); $113,892.050 - $162,707.400 (Annually)
