Occupancy Specialist Job Description:

The Occupancy Specialist is responsible for managing the leasing, certification, and compliance processes for the property in accordance with federal, state, and local housing program regulations. This role ensures that all resident files are properly documented and maintained while maximizing occupancy and maintaining regulatory compliance for programs such as U.S. Department of Housing and Urban Development (HUD), Low-Income Housing Tax Credit (LIHTC), and other affordable housing programs.

Essential Duties and Responsibilities

· Process new resident applications and conduct eligibility screening in accordance with program guidelines.

· Complete move-in, annual, and interim recertifications accurately and within required deadlines.

· Maintain resident files ensuring all documentation meets compliance standards.

· Verify income, assets, and eligibility in accordance with affordable housing program requirements.

· Enter and maintain resident information within property management software systems.

· Coordinate with property management staff to ensure units are leased in a timely manner and occupancy goals are met.

· Ensure compliance with applicable regulations from programs administered by the U.S. Department of Housing and Urban Development and state housing agencies.

· Respond to resident inquiries regarding lease terms, certifications, and program requirements.

· Monitor upcoming recertifications and ensure residents are notified of required documentation deadlines.

· Maintain strict confidentiality of resident information.

· Assist with internal and external audits, inspections, and file reviews.

· Provide administrative support to the Property Manager as needed.

Qualifications

· High school diploma or equivalent required; associate or bachelor’s degree preferred.

· 2+ years of experience in affordable housing, property management, or leasing.

· Experience with HUD, Section 8, LIHTC, or other affordable housing programs required.

· Strong knowledge of occupancy compliance and recertification procedures.

· Excellent organizational and time management skills.

· Strong written and verbal communication skills.

· Proficiency in Microsoft Office and property management software (e.g., Yardi, OneSite, or similar).

· Ability to handle confidential information professionally.

Preferred Certifications

· Certified Occupancy Specialist (COS)

· Tax Credit Specialist (TCS)

· Housing Credit Certified Professional (HCCP)

· Specialist in Housing Credit Management (SHCM)
