Business Overview
The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, hereby enabling innovation and strengthening the technology foundation. Within TMD, the Technology Management Services Supervisory Department (TMSSD) plays a vital role in CIO Governance, IT financial management, IT procurement, Quality Management System (QMS), technology-related public relations, and human resources strategy. By promoting efficiency, quality, risk management, and organizational strength, we ensure that Tech Divisions remain agile and at the forefront of technological advancement.
Department Overview
The IT Strategy Department (ITSD) is responsible for formulating and executing Rakuten Group's overarching IT strategy.
ITSD's core mission is to ensure the delivery of high-quality IT services, optimize customer satisfaction, and effectively manage strategically important initiatives.
The department is structured into four key units: the CIO Office, IT governance, Quality Management, and Tech PR.
ITSD's responsibilities encompass the oversight of group-wide and tech community wide initiatives.

We are seeking a motivated and detail-oriented Project Manager to join our team. This is a mid-level role that will contribute to the success of key initiatives within the Tech Community. This role is crucial for ensuring smooth communication, program/ project planning and execution, and effective task management. We are looking for a candidate who is bilingual (Japanese and English), responsible, proactive, and capable of managing their tasks and time effectively.
Position Details
Key Responsibilities
- Stakeholder Communication: Communicate effectively with stakeholders across various teams and departments in both Japanese and English, ensuring clear and timely information sharing.
- Documentation Management: Create, update, and maintain documentation such as guidelines, manuals, and templates in both Japanese and English, ensuring accuracy, clarity, and usability for diverse audience.
- Customer/Stakeholder Support: Provide high-quality support by proactively following up with stakeholders, understanding their needs, and ensuring satisfaction through timely and effective responses.
- Task Management: Manage assigned tasks independently, prioritize responsibilities effectively, and ensure timely and accurate completion of deliverables.
- Timeline & Schedule Management: Establish and manage project timelines, proactively identify potential delays or risks, and take necessary actions to keep progress on track.
- Tech Community Engagement Support: Support engagement initiatives within the Tech Community in both English and Japanese, facilitating communication and participation across diverse stakeholders.
- General Administrative & Operational Support: Provide flexible support for additional tasks and projects as assigned, contributing to overall team efficiency and operational effectiveness.
Work Environment
The team is composed of approximately 10 members, including both full-time employees and partner staff, working in a diverse and multicultural environment. Members represent various nationalities and are all bilingual, bringing a broad range of professional experience, enabling effective collaboration across global teams.
Mandatory Qualifications:
- Language Skills: Business proficiency in both Japanese and English, with the ability to communicate effectively in both written and spoken forms. Reading, Speaking and writing with understanding Japanese culture.
- Responsible: Demonstrated ability to take ownership of tasks and responsibilities, ensuring accurate and timely completion.
- Communication Skills: Excellent communication and interpersonal skills, with the ability to build rapport with stakeholders at all levels.
- Accurate Record Keeping: Proven ability to maintain accurate and organized records.
- Proactivity: A proactive mindset, with the ability to anticipate needs and identify potential issues before they arise.
- Self-Management: Ability to manage tasks independently, prioritize effectively, and meet deadlines in a dynamic, fast-paced environment.
- Facilitation skills: Both Japanese and English to facilitate the meeting and proceed tasks.
Desired Qualifications:
- Experience with project management methodologies.
- Demonstrated ability to think logically and structurally, and approach problem-solving in an organized manner.
- Familiarity with documentation best practices.
- Experience in the role of change management or organizational enhancement.
- Basic understanding of IT concepts.
- Background in PMO, organization planning, project, product, or governance implementation experience.
