Community Living Manager

Pay Rate: $63,000 - $65,000 annually
Work Schedule: Full-Time, 37.5-hour work week
Location: Main Office – 711 Bingham Street, Pittsburgh, PA 15203 (Occasional travel within
Allegheny County)
Sign on Bonus: Up to $2,000

Position Summary
The Community Homes Program Manager is responsible for the overall operation, regulatory
compliance, and quality of assigned residential homes in accordance with Pennsylvania
Department of Human Services (DHS), Office of Developmental Programs (ODP) regulations
and Achieva policies. This role ensures the health, safety, and well-being of people supported
while providing effective leadership, supervision, and guidance to Program Specialists, Home
Supervisors, and residential teams. Reports to the Associate Director, Community Supported
Living.

Responsibilities
• Ensure compliance with Pennsylvania Department of Human Services (DHS), Office of
Developmental Programs (ODP) regulations and Achieva policies.
• Maintain program readiness for licensing, inspections, audits, and internal reviews.
• Ensure accurate and timely documentation, including incident reports, service notes,
medication records, HRSTs, assessments, and Individual Support Plans (ISPs).
• Conduct investigations as needed and ensure appropriate follow-up and corrective actions
are completed.
• Recruit, hire, train, supervise, and evaluate residential staff.
• Develop and manage staff schedules to ensure adequate coverage and compliance with
Individual Support Plans (ISPs).
• Support Program Specialists and Home Supervisors in building effective, well-supported
teams.
• Provide coaching, corrective action, and performance improvement plans as needed.
• Ensure staff maintain required certifications and complete all mandated training.
• Oversee implementation of Individual Support Plans (ISPs), Individualized Treatment
Plans (ITPs), and related service plans.
• Promote person-centered practices that support independence, dignity, and quality of life.
• Monitor the health, behavioral, and safety needs of people supported.
• Ensure medication administration and health protocols are followed in accordance with
regulations and policy.
• Collaborate with people supported, families, support coordinators, interdisciplinary team
members, and internal departments.
• Respond to on-call needs, emergencies, incidents, and crisis situations as required. 
• Perform additional duties as assigned.

  • Bachelor's degree from an accredited college or university
  • 4 years of work experience working directly with individuals with an intellectual disability.
  • Effective communication, organizational, interpersonal, and planning skills are essential for success in this role.
  • Ability to prioritize and handle multiple tasks simultaneously.
  • Must have excellent organizational and time-management skills.
  • Satisfactory Act 33 and 34 clearances and FBI as required.
  • Valid license to drive in Pennsylvania and reliable transportation is needed.
