Job Description

What We Are Looking For

Monitor, analyze, and make recommendations regarding the need to file or revise rates and tariffs taking into account the Company's business strategy as well as FERC and/or contractual requirements

 


What You Will Do

Essential Duties and Responsibilities:

 

  • Prepare cost of service, cost allocation, and rate design studies in support of the Company's rate and tariff filings with the FERC
  • Provide rate and regulatory advice and support of the Company’s day-to-day operations and its strategic initiatives
  • Develop rate, fuel, and tariff structures for new services and pipeline expansion projects.
  • Maintain internal models, systems, and information required for Section 4 or 5 rate case filings
  • Assist in the preparation of annual fuel tracker filings and monthly fuel models/reports
  • Review and analyze the revenues related to negotiated and discount rate agreements
  • Maintain and update tariff rates, as needed
  • Communicate to internal departments regarding FERC policies related to rate and tariff matters and ensure compliance with the policies.
  • Manage and maintain positive relationships with internal and external customers
  • Represent the Company in regulatory hearings, FERC audits, and in negotiations with FERC staff and customers
  • Job level will be commensurate with experience

What You Need

Education:

  • Bachelor's degree from an accredited institution is required.
  • Education in FERC and/or utility accounting is desirable.
  • Education in technical areas of natural gas utility operations is desirable.

 

Experience/Specific Knowledge:

  • Minimum 5 years direct work experience with rates and tariffs in a natural gas industry environment is required and may also include but is not limited to working on the development of a pipeline's cost of service and rate design.
  • Strong analytical skills and logical thought processes with the ability to identify and resolve complex and sensitive regulatory (rate/tariff) issues/problems
  • Strong financial modeling skills using Excel
  • Proficiency in MS Office applications (PowerPoint, Word, Excel, Outlook) is essential.
  • Proven communication and presentation skills, oral and written, with the ability to communicate with a variety of individuals and personalities both internal and outside the organization
  • Ability to work in a team environment, follow directions from supervisor(s), and lead team members, as required,
  • Ability to, follow work rules, and adhere to work schedule
  • Ability to focus attention on details, maintain organization, and prioritize work while handling multiple tasks
  • Ability to perform duties with little direct supervision
  • Knowledge of FERC regulations and requirements for rate case and certificate filings including knowledge and understanding of all required statements/schedules used in Section 4 or 5 rate case filings
  • Knowledge and understanding of cost allocation and rate design for interstate natural gas pipelines
  • Knowledge of pipeline tariffs and services
  • Successful completion of background check and drug screening.

 

Above the minimum requirements, not required but advantageous in this position:

  • Regulatory relations experience with FERC and/or State Public Utility Commissions.
  • Graduate business degree
  • CPA CFA or equivalent prior experience with US GAAP and FERC financial reporting
