Construction Control Representative-Dyess AFB
***Work Location: Fort Hood, TX***
Salary: Based on experience and will be discussed with manager in interview
REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
Duties/Responsibilities:
- Observe and inspect construction activities to ensure compliance with contract plans, specifications, schedules, safety requirements, and quality standards.
- Perform daily site inspections and document project activities, contractor performance, safety observations, work progress, and manpower levels using RMS and other project management systems.
- Monitor construction schedules and advise the Resident Engineer, COR, and project team of potential delays, schedule impacts, or performance concerns.
- Review and analyze contractor submittals, including shop drawings, quality control plans, safety plans, environmental plans, certifications, and progress schedules.
- Participate in the review and processing of Requests for Information (RFIs), coordinating responses with designers, engineers, technical experts, and project stakeholders.
- Prepare correspondence regarding contractor performance, Requests for Equitable Adjustments (REAs), contract compliance issues, and technical concerns.
- Conduct quality assurance inspections throughout all phases of construction and verify compliance with the three-phase inspection process.
- Assist in developing scopes of work, government estimates, contract modifications, and technical evaluations of contractor proposals.
- Review contractor payment requests and assist in preparing partial and final payment estimates, including verification of quantities completed and materials stored on-site.
- Monitor contractor compliance with OSHA standards, EM 385-1-1 Safety and Health Requirements Manual, environmental requirements, and site-specific safety plans.
- Maintain project records, logs, reports, photographs, inspection documentation, and construction correspondence.
- Support project meetings, progress reviews, partnering sessions, and customer site visits.
- Assist with project closeout activities, punch-list inspections, turnover documentation, and warranty tracking.
- Perform other duties as assigned.
Education/Experience:
- High School Diploma or GED required; Associate's or Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred.
- Minimum of 5 years of experience supporting large, complex construction projects.
- Experience with federal construction projects, Department of Defense (DoD), Air Force, or U.S. Army Corps of Engineers (USACE) projects strongly preferred.
- Experience inspecting and monitoring construction quality, schedules, contractor performance, and contract compliance.
- Working knowledge of construction methods, building systems, plans, specifications, and contract documents.
- Experience with the USACE Three-Phase Quality Control System preferred.
- Experience using RMS 3.0 or similar construction management software preferred.
- Knowledge of OSHA regulations and EM 385-1-1 Safety and Health Requirements Manual preferred.
- Ability to review and interpret engineering drawings, shop drawings, technical specifications, and construction schedules.
- Strong written and verbal communication skills.
- Strong organizational and documentation skills with attention to detail.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
- Ability to obtain and maintain access to military installations.
