What You'll Do:
Manages the City’s enterprise Geographic Information System (GIS) program within the IT Services Department. Responsible for planning, coordinating, and supervising GIS operations, staff, and resources. Oversees an ESRI-based GIS environment that supports City departments and integrates with core business systems. Work involves independent judgment and decision-making within established policies and is performed under the general supervision of the IT Services Assistant Director.Essential Tasks & Responsibilities:
Essential Job Functions
Plan, organize, and manage the City’s enterprise GIS program, including applications, data, and services.
Develop, implement, and maintain GIS standards, policies, and procedures to ensure accuracy, security, and consistency of geospatial data.
Oversee the design, implementation, maintenance, and integration of GIS systems with other City applications.
Manage GIS-related projects, budgets, contracts, and vendor relationships.
Ensure reliable operation of GIS systems and coordinate continuity and disaster recovery activities.
Supervise GIS staff; assign work, evaluate performance, and support training and professional development.
Provide technical guidance and advisory support to City departments and executive leadership.
Coordinate GIS initiatives with regional, state, and federal agencies and other external partners.
Prepare reports, recommendations, and presentations related to GIS operations and initiatives.
Qualifications:
Knowledge, Skills, and Abilities
Thorough knowledge of GIS principles, practices, and enterprise ESRI systems.
Knowledge of Esri Utility Network concepts and applications for managing linear and distributed infrastructure assets.
Knowledge of system integration, data management, and application support in a complex IT environment.
Ability to plan and manage projects, budgets, and vendor contracts.
Ability to supervise and evaluate technical staff.
Ability to communicate technical information clearly to non-technical audiences.
Ability to establish effective working relationships with City staff, officials, and external partners.
Minimum Qualifications
Bachelor’s degree in Geography, GIS, Computer Science, Engineering, Urban Planning, or a related field; or an equivalent combination of education and experience.
Five (5) years of progressively responsible GIS experience.
Three (3) years of supervisory or project management experience.
Preferred Qualifications
Master’s degree in a related field.
Professional certifications such as GISP or PMP.
Experience in local government GIS programs.
