Job Description

Savan is seeking a Senior Software Developer to support a Department of Transportation (DoT) program by designing, developing, implementing, and maintaining complex software applications and database solutions that support federal mission and operational requirements. This role will serve as a senior technical resource responsible for application development, relational database management, user support, requirements analysis, system documentation, training, and production support activities for the ITS JPO Financial Management System.

The Senior Software Developer will collaborate closely with federal stakeholders, business analysts, project teams, and IT support personnel to ensure technical solutions meet business objectives, contractual requirements, and government expectations. This role requires participation in client-facing discussions, technical reviews, system planning activities, and ongoing operational support to ensure successful system performance and user adoption.

Key Responsibilities
  • Design, develop, implement, test, and maintain software applications and system components supporting the ITS JPO Financial Management System.
  • Design and oversee complex technical, software, and relational database solutions that support business and operational requirements.
  • Perform application requirements analysis and collaborate with stakeholders to ensure system functionality aligns with client objectives and desired outcomes.
  • Develop and maintain web-based applications using ASP.NET, C#, .NET, SQL Server, and related technologies.
  • Design, maintain, and optimize relational database structures, queries, stored procedures, and reporting capabilities.
  • Develop and maintain Crystal Reports and other reporting solutions to support business operations and financial management activities.
  • Manage application user accounts, permissions, and access controls.
  • Provide user support, troubleshooting, and issue resolution for system users and stakeholders.
  • Partner with IT operations teams to support production server maintenance, system upgrades, deployments, and environment management.
  • Support SSL certificate renewal activities and application infrastructure maintenance.
  • Develop and maintain applications hosted within Microsoft Internet Information Services (IIS) environments.
  • Participate in technical design reviews, solution reviews, and client-facing technical discussions.
  • Perform application enhancements, bug fixes, troubleshooting, and production support activities.
  • Develop and maintain technical documentation, system documentation, and data models.
  • Generate, maintain, and update user training materials and conduct knowledge transfer activities.
  • Perform unit testing, integration testing, and support user acceptance testing activities.
  • Follow secure coding standards and federal security requirements.
  • Support project planning, change management, release management, and deployment activities.
  • Collaborate with business analysts, project managers, testers, and technical teams throughout the software development lifecycle.

Qualifications & Requirements
Required
  • Bachelor's degree in Computer Science or a related technical field.
  • Minimum of 10 years of related IT experience.
  • Minimum of 10 years of experience as a senior-level professional responsible for designing, implementing, and overseeing complex technical, software, and database solutions.
  • Experience with business analysis, change management, project management, prototyping, software requirements management, data management, and relational database design.
  • Experience developing and maintaining applications using ASP.NET, C#, and .NET technologies.
  • Experience with SQL, Microsoft SQL Server, relational database management, and database design.
  • Experience with Crystal Reports, Microsoft Visual Studio, and Microsoft Internet Information Services (IIS).
  • Experience supporting SSL certificate renewal processes and production application environments.
  • Experience gathering, documenting, and managing software and business requirements.
  • Experience developing technical documentation, training materials, and end-user support resources.
  • Strong troubleshooting, analytical, and problem-solving skills.
  • Strong written and verbal communication skills.
  • U.S. Citizenship and the ability to obtain and maintain a Public Trust clearance.
Preferred
  • Experience supporting federal government systems, preferably within the Department of Transportation.
  • Experience supporting financial management systems or enterprise business applications.
  • Experience working in Agile software development environments.
  • Experience with application deployments, release management, and production support.
  • Experience collaborating with infrastructure, operations, and database administration teams.
  • Experience supporting system modernization and application enhancement initiatives.
Work Location & Schedule
  • Hybrid schedule 
  • On-site presence at Savan Headquarters (Vienna, VA), client site in Washington, DC, and remote work as appropriate.
