Job Responsibilities

Position Overview

The Director of Construction Purchasing leads all procurement and sourcing activities for construction projects for Resorts World New York City. This role ensures cost-effective, compliant, and timely acquisition of materials, equipment, and subcontracted services across ground-up construction, renovations, and capital projects, while adhering to union, local, and regulatory requirements.

Key Responsibilities:

  • Strategy & Leadership: Develop procurement strategies, manage purchasing teams, align goals with company growth, and implement best practices for efficiency and innovation.
  • Vendor & Supplier Management: Prequalify, select, negotiate with, and manage trade partners/suppliers; build strong relationships and enforce quality/performance standards (SLAs).
  • Cost & Budget Control: Analyze construction plans, estimate costs, maintain cost databases, manage budget revisions, identify savings, and provide financial reporting.
  • Process Optimization: Oversee purchase orders, ensure accuracy, reduce waste, drive value engineering, and implement new technology/products.
  • Risk Management: Identify and mitigate procurement risks, manage contract compliance, and ensure adherence to safety/regulatory requirements.
  • Collaboration: Work closely with executives, legal, estimating, design, and field teams to meet project needs

Qualifications

  • Bachelor’s degree in construction management, Business, or related field preferred.
  • 10+ years of construction experience, with significant NYC union project exposure.
  • Strong knowledge of union trades, subcontractor buy-out, and NYS construction practices.
  • Proven contract negotiation and cost-control expertise on large-scale projects.
  • Experience with procurement and construction management platforms (Procore, Oracle, SAP, or similar).
  • Must be able to obtain and maintain the appropriate license through the New York State Gaming Commission

Language Skills:

Ability to read, analyze, and interpret documents, such as policy and procedure manuals and other related documents. Ability to respond to common inquiries from other Team Members or guests. Fluency in English required. Ability to write detailed instructions and correspondence. Ability to effectively present information in one-on-one and small group situations.

Mathematical Skills & Reasoning Ability:

Ability to compute mathematical calculations. Ability to decipher various reports and maintain reports upon request.

The noise level in the work environment varies. When on the casino floor, the noise level increases too loud. When on the casino floor or other designated areas may be subjected to tobacco smoke. Must be able to handle intoxicated guests in a professional manner.
