Northrop Grumman Mission Systems sector is seeking a Staff Project Management professional to join our team of qualified individuals in Linthicum, MD. The preference is to have this person in the office full time but we will consider a hybrid schedule.

The successful candidate is expected to be a highly motivated, resourceful, self-starter able to work collaboratively in high-tempo, development environments. This role will support the Distributed Systems Organizational Unit in the NGMS Emerging Capabilities Development (ECD) and will be a part of the Program Execution and Operations organization which supports all ECD & Sector CTO operations needs. In this role, you will be pivotal in ensuring the successful operation of the division and execution of ECD Programs and will have the unique opportunity to interface and understand multiple business within the sector.

What You’ll Get to Do:

This position oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

These responsibilities encompass driving continuous improvement; developing and implementing the ECD operations strategic plan across the annual operating planning period; leading operations for assigned Business Units including infrastructure management, communications and information flow, workload forecasting, security management coordination, as well as engagement in the MS Digital Transformation efforts; leading reviews for on-going projects, identification of programs' future needs, contribute inputs to long term planning, providing summary status information on ECD programs and investment projects to senior leadership, with the goal of ensuring operational effectiveness across ECD.

 

Key roles and responsibilities:

  • Capital management:

    • Lead all Capital expansion initiatives to align with OU growth.

    • Successful execution of Capital financial performance, including tracking & management of internal funding, cost performance, and schedule management.

    • Support all aspects of the management, preparation, and execution of the Capital planning and methodology process for the Manufacturing and Operations teams while coordinating with local Facilities, program teams and with division resources.

    • Ensure all activities are aligned with project objectives and delivered on time and within budget.

    • Provide LRSP (Long Range Strategic Plan) and AOP Capital Planning support.

    • Manage the overall Capital projects for the OU – ensuring on-time and on-budget execution to support program development and growth.

    • Provide leadership and support capital reporting requirements.

  • Facilities Management

    • Provide proposal support for all facilities and capital requests related to the OU.

    • Coordinate seating and resource planning.

    • Support division data calls for Division and Sector resource board meetings.

  • OU Support

    • Support various internal review meetings at the OU, BU and division levels.

    • Coordinate Staff meetings, All-Hands, and other review meetings throughout the year.

    • Provide high level support to align with OU business objectives to ensure operational efficiency.

Qualifications:

Basic Qualifications:

  • Bachelor's degree and 12+ years of related experience, OR a master's degree and 10+ years of related experience, OR 16 years of experience in lieu of a degree.  Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.

  • Experience working with cross-functional teams in an Agile environment

  • Experience in Earned Value Management, which includes program cost and schedule management

  • Experience in Risk and Opportunity Management

  • Experience using Microsoft Office products (i.e. Excel, Word, PowerPoint, Project)

  • Current Government Secret level Security Clearance and the ability to attain Special Program Access within a reasonable amount of time deemed by business needs

  • Ability to influence and drive results without direct authority of personnel

  • Strong analytical and problem-solving skills, with attention to detail and first-time quality

  • Ability to organize, balance, and prioritize multiple tasks simultaneously in a highly dynamic aerospace environment

  • Ability to develop solutions to complex problems requiring the use of ingenuity, creativity, and participation of internal and/or external personnel & teams

  • Excellent teamwork and communication skills to ensure changes to plans are fully understood

Primary Level Salary Range: $139,700.00 - $209,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
