We are in need of a Senior Business Analyst to bridge the gap between business needs and solutions within the organization. Our client is seeking a highly skilled and experienced Senior Business Analyst, through its consulting partner CAI, to support the Human Capital Management (HCM) Modernization initiative. This position plays a critical dual role, providing both comprehensive project management support and expert business analysis throughout the full lifecycle of the HCM system integration — transitioning from PeopleSoft to Workday. The ideal candidate brings direct experience working in or with government entities, understands the unique operational and compliance environment of public sector organizations, and can leverage lessons learned from comparable government ERP modernization efforts to accelerate delivery and avoid known pitfalls. The Senior Business Analyst will serve as a strategic partner to the team, ensuring project deliverables are met on time, within scope, and that solutions accurately reflect business needs.
This position will be full-time contract and onsite in New Castle, DE.

What You’ll Do
Create and manage requirements traceability matrix (RTM)
Provide qualified and capable resources to support the HCM Modernization effort and ensure successful delivery of all assigned work
Lead and manage all project management and business analysis activities throughout the full lifecycle of the HCM system integration, from initiation through go-live
Facilitate and lead Steering Committee meetings to maintain executive alignment, drive informed decision making, and ensure timely resolution of project issues and risks
Leverage lessons learned and best practices from our client’s ERP Modernization project to inform approach, avoid known pitfalls, and accelerate delivery
Partner closely with the client team - including HR, Finance, Payroll, and IT stakeholders - to ensure all deliverables accurately reflect business needs and support a successful system integration
Develop and maintain detailed project plans, schedules, and work breakdown structures; track progress, manage dependencies, and report status regularly to key stakeholders and the PMO
Maintain a comprehensive RAID log (Risks, Assumptions, Issues, Dependencies); proactively track items to resolution and escalate as appropriate
Coordinate vendor management activities, including assisting in the identification, evaluation, and selection of a qualified system integrator
Map current functionality from PeopleSoft to corresponding Workday modules and perform thorough gap analysis to identify functional differences, required workarounds, and configuration decisions
Elicit, document, and validate detailed business and functional requirements through structured interviews, facilitated workshops, and process observations
Write clear, traceable business requirements and maintain a Requirements Traceability Matrix (RTM) linking requirements to design decisions, test cases, and delivered functionality
Develop user stories, use cases, acceptance criteria, RFP documentation, and vendor evaluation scorecards to drive informed vendor selection and contract negotiations
Assist in the development of test plans and coordinate user acceptance testing (UAT) activities with client end users
Develop training materials, job aids, and change management documentation to support organizational readiness and end-user adoption
Ensure compliance with client operating standards, change management processes, and safety and security requirements
Provide a weekly timesheet copy and Weekly Status Report to the client point-of-contact covering progress, issues, impediments, and risks
What You'll Need
Required:
Bachelor's degree in Business Administration, Information Technology, Public Administration, Human Resources, or a closely related field
Prior experience working in or directly supporting a government or public sector organization is required
Minimum of 5–7 years of progressive experience in business analysis, with at least 3 years supporting enterprise-level HCM or ERP system implementations
Experience with PeopleSoft HCM (HR, Benefits, Payroll, or related modules) and familiarity with Workday HCM is highly preferred; hands-on PeopleSoft-to-Workday migration experience is a significant advantage
Prior experience with a large scale ERP Modernization project
Proven experience writing detailed business requirements documents, maintaining Requirements Traceability Matrices (RTM), and managing RAID logs on complex technology projects
Proven track record in developing RFPs, vendor evaluation frameworks, and requirements documentation for large-scale technology procurements in a government environment.
Demonstrated proficiency with project management methodologies (Agile, Waterfall, hybrid) required
Strong proficiency with project management tools (e.g., Microsoft Project, Smartsheet, Jira) and collaboration platforms (e.g., Microsoft Teams, SharePoint)
Demonstrated experience managing RAID logs (Risks, Assumptions, Issues, Dependencies) on enterprise technology programs
Hands-on experience with HCM platforms, specifically PeopleSoft and/or Workday; ability to map legacy PeopleSoft functionality to Workday module equivalents.
Proficiency developing Requirements Traceability Matrices (RTM), business requirements documents (BRDs), functional specifications, and user stories
Ability to develop process flow diagrams and data mapping documentation using tools such as Visio or Lucidchart
Familiarity with government procurement processes, RFP development, and vendor evaluation frameworks
Preferred:
Master’s degree or relevant graduate coursework preferred
Large-scale government ERP/HCM modernization effort, is a plus
PMP or PMI-ACP certification is preferred
CBAP, CCBA, or equivalent business analysis certification is a plus
County, state, or municipal government experience is strongly preferred

Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$70.00 - $80.00 per hourThe pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
