Northrop Grumman Aeronautics Systems is seeking a Program Manager 3 to join our team of qualified, diverse individuals. This leadership role is located on-site, Edwards AFB, CA.

This individual will be responsible for test site leadership, long range strategic planning, and day to day management that supports the execution of test article testing. The ideal candidate will oversee test operations from various Test and Evaluation (T&E) disciplines and will be the proven leader responsible for all technical, cost, and schedule performance within the T&E team. The position regularly interacts with senior internal and external personnel on significant technical matters requiring coordination between organizations to ensure successful task completion and customer satisfaction The position requires technical knowledge of IFC management, cyber security, network engineering, project management, various sub systems. The selected candidate is responsible for the cost, schedule and technical performance and must act with speed, guide others in producing quality work, be a champion of engagement, build team morale, be self-motivated, and have the ability to communicate complex technical issues and solutions. A successful track record of program performance, interpersonal team building skills, and management experience is required.

Additional responsibilities include:

  • Coordinating with EI&E director/department manager providing timely resource forecasts to ensure proper staffing is in place to execute the SOW(s).

  • Managing cost, schedule, and technical performance of lab capital projects / facilities initiatives, as well as providing inputs to yearly capital plans and long range strategic planning.

  • Managing cost, schedule, and technical performance across multiple program SOWs.

  • Driving process schedule, ensure compliance to meet company, program, and security requirements.

  • Driving technical rigor for test article configuration.

  • Continually coordinate issues and solutions with the IPT and across IPTs.

  • Continually seek to improve integration & test execution efficiency.

  • Ensure Change Requests are properly reviewed for cost & schedule impacts.

  • Support proposal activities to include CR generation.

  • Manage program Risks & Opportunities.

Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering and test, capture efforts, and/or business management related functions.

  • Experience with Earned Value Management Techniques (EVMS) / Control Account Management (CAM), Integrated Master Schedules (IMS), Basis of Estimates (BOEs) and cost-schedule-risk trade off management.

  • Must have an active U.S. Government Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).

  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determine by the company.

  • Experience in leading multidisciplinary engineering teams to deliver complex technical solutions, within cost and schedule constraints, across the test phase or various phases of the engineering lifecycle.

Preferred Qualifications:

  • Master’s or Ph.D. in Engineering or a related field.

  • Current TS/SCI and SAP clearances.

  • Prior people leadership experience of large teams (50+).

  • Experience managing Test Engineering lifecycle.

  • Experience managing Test Engineering laboratories to include data center style server rooms.

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
