Job Description

The EHS Manager Manages and directs the plant’s safety, health and environmental programs. The Environmental, Health and Safety (EH&S) Manager provides professional leadership and direction for the plant by using industry best practices. The EH&S Manager is responsible for compliance of safety, health and environmental programs, and coordination between operations, support groups, and senior leadership. The role embraces a strong commitment to safety as a core value and ensures compliance with all applicable Federal/State Regulations and US Silica EHS practices and procedures.


Effective and organized record-keeping of all personnel training files, prepare and submit MSHA reports, ensure contractor compliance with USS requirements, prepare and submit state regulatory reports, ensure compliance with all relevant permit parameters and requirements.


This position works with a minimal amount of supervision and works approximately 60 percent of the time out in the plant environment. The EHS Coordinator will work closely with all levels of the plant and corporate organizations and will need to work before internal and external groups. This position requires some travel and a flexible work schedule. It is very important that he/she is able to respond effectively to emergency situations.


This position is an important component of the overall plant succession planning strategy. Once fully trained in essential job duties/functions, the EHS Manager will be cross trained with the other site managers. The expectation is that the incumbent will be a competent and capable backfill to the other positions in a reasonable amount of time.
 

  • Have an active presence in the field monitoring and addressing safety activities/concerns
  • Work with the Plant Manager, operations and maintenance teams, including all plant employees, to maintain EHS regulatory compliance, safe work environments and procedures and the highest levels of environmental protection practices in the field.
  • Follow all Federal and State safety regulations, as well as company safety policies and procedures. Maintains, plans, and implements safety policy objectives that are aligned with corporate objectives.

  • Performs random inspections of mine & plant work areas to identify & correct hazards that adversely affect operational safety. Report potentially unsafe conditions; aid in correcting unsafe conditions; Use equipment and materials properly.

  • Lead all MSHA activities. Participate during MSHA enforcement inspections. Conduct regularly scheduled inspections and audits. Maintains MSHA certification & fulfills the role of primary on-site MSHA instructor. Champion the training program, including annual refresher training.

  • Develop and lead implementation of EHS protection and compliance systems relative to site inspections and completion of corrective actions, incident investigation and follow-up, employee training, EHS record keeping, management of change, project support and contractor management. This would include use of the Industry Safe EHS management system, MSHA and EPA required record management, implementation of the Serious Six safety condition and behavior observation process, silica and noise monitoring record keeping and implementation of the USS environmental management system.

  • Complete tasks needed to meet the requirements/conditions of environmental permits and programs and support site expansion. Support waste management including inspecting and preparing shipments for transportation. Ensure compliance of the NPDES, Clean Air Act, Title V, Storm Water, and other environmental permits by completing assigned tasks such as sampling, reporting and inspecting. Contribute to pollution reduction and recycling efforts.

  • Lead the investigation of EHS incidents including root cause analysis and corrective action determination. Ensure audit and incident investigation recommendations are completed on time.
  • Bachelor’s degree in Environmental Health & Safety or a related field preferred; or a minimum of seven (7) years of relevant safety management and regulatory reporting experience.
  • Working knowledge of MSHA regulations required.
  • Valid driver’s license and proof of liability insurance required.
  • Proficient computer skills, including Microsoft Office Suite and ERP systems.
  • Ability to work independently with a high degree of autonomy and minimal supervision.
  • Ability to work effectively in a fast-paced environment.

  • Excellent attention to detail and commitment to quality.
  • Strong analytical, problem-solving, and reasoning abilities.

  • Ability to develop and deliver annual refresher training and other safety-related training programs effectively.
  • Manufacturing or production environment experience preferred.
  • Method 9 Emissions Certification preferred.
  • CPR/First Aid Instructor Certification preferred.
  • Herbicide Application Certification (weed control) preferred.
  • Experience with Underground Storage Tanks (UST), Hazardous Waste Management, Hazard Communication (HAZCOM), and Radiation Safety Officer responsibilities preferred.
