Iraqi Cultural Advisors

raq Cultural Advisors (ICA) will support the U.S. Embassy in Baghdad, Iraq, and its consulates. Travel to and within the provinces by Mission staff has been prohibited or restricted. Absent the presence of experienced ICAs, the Mission has limited or no ability to engage with provincial leaders to gather information about conditions on the ground, to promote educational and cultural exchanges and U.S. business, or to monitor USG funded programs. The ICAs may also be used as a conduit to provide services in provinces to American citizens.
