About Us:

THE EXTRAORDINARY STORY OF THE CARRICK YARD INVESTMENT

The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents – in all sorts of pioneering ways. Our work has the ability to have profound impact on residents’ lives. By being smart and courageous with the council’s finances means we can achieve more for our residents.

Take the Carrick Yard housing development in Luton Street. When a big international building firm couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% – far in excess of anything that can be achieved on cash deposits in current market conditions.

And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.

The Role:

As a Governance Risk and Compliance Officer specialising in Information Security, you can make your own powerful contribution to people across Westminster. Joining our Cyber Security Team, you’ll take responsibility for the Council’s cyber security strategy across core IT, technology, customer and digital, providing expert advice and guidance to mitigate risk and maximise innovation.

Your day-to-day will be varied and dynamic, including everything from responding to user enquiries, to reviewing services and coordinating risk assessments. Putting user need at the heart of everything you do, you’ll help ensure the Council’s technology services meet appropriate security, governance and compliance standards. Where risks or incidents occur, you’ll recommend effective countermeasures, acting as a source of specialist knowledge to colleagues, specialists and stakeholders.

Please refer to the Job Description for more information.

About You:

An established professional with a degree in a relevant discipline, or equivalent industry experience, you’ll bring significant knowledge of modern technology security practices around services, infrastructure, hosting and platforms.

In a previous role — ideally within the public sector — you’ll have set service and development standards, giving you demonstrable experience of balancing client, organisational, and technical needs. Communicating risks and complex topics to senior and non-technical stakeholders will be second nature, and you’ll bring experience across threat modelling, audits and compliance checks, and business continuity planning.

On a personal level, you’ll be a true team player with excellent communication, problem solving and horizon scanning skills. This is a fantastic opportunity to join an innovative, supportive team delivering technology that directly improves the lives of people and communities across Westminster, and to supercharge your career in the process.

Westminster City Council is committed to supporting Care Leavers into the workplace. Care Leavers seeking their first job and who wish to be considered under our scheme, will automatically be invited to interview should they meet the essential criteria for the role.
