SUMMARY
The TOA, ESS Compliance Coordinator is responsible for monitoring and reviewing Exceptional Student Service documents to ensure that each student identified for services has an IEP/MET or 504 Accommodation Plan compliant with Federal, Arizona Department of Education, and Phoenix Union High School District requirements and timelines. The TOA, ESS Compliance Coordinator will support individual campus professional development on non-compliance trend data, in collaboration with the site ESS Facilitator and administration. Candidates should possess and have demonstrated directly a strong procedural knowledge and the relational skills to work with campus staff to ensure all records are completed according to guidelines.
The candidate would be expected to recognize problematic trends in submitted work and develop processional develpment to support campus to build staff's capacity to independently address this need. Candidate would also work to onboard new staff in how to use and/or access IEP Pro or other software to complete case manager responsibilities.
ESSENTIAL FUNCTIONS
- Monitors District ESS student enrollment/referrals, and works directly with ESS Facilitators to support the enrolling, testing, and placement of students as needed.
- Ensures that special education records (IEP, MET, PWN, Notices) and 504 records have been developed in accordance with Federal and State requirements, are current with parental consent, and entered into ESS database.
- Monitor the ESS database to ensure required timeframes are met. Coordinate with sites to problem-solve issues on a systemic or individual level.
- Audit submitted paperwork in accordance to updated guidance from Arizona Department of Education to ensure compliance in alignment with the ADE Monitoring Guide steps.
- Send regular compliance updates to ESS Facilitator and campus administration who supervises and evaluates ESS personnel.
- Compile reports for supervisor and other stakeholders as requested.
- Supports campus to ensure that Child Find and required screenings are completed timely and properly.
- Monitors Federal Special Education Indicators, and reports new and/or updated information to the site ESS Facilitators.
- Support the site ESS Facilitator as a resource for the campus ESS Facilitator to answer compliance related questions.
- Collaborates with the ESS Research and Data Technician to ensure accurate and timely data for AzEDS state reporting, and assists in resolving integrity error as needed.
- Recognizes trends in student data, and works with the ESS Director and ESS site Facilitators to create professional development to address problematic areas.
- Collaborate with ESS Director and Managers to determine compliance related professional development and training needs.
- Onboard new staff on how to utilize E-IEP Pro to meet job duties.
- Attend meetings as needed to support staff in meeting requirements.
- Participate in campus and district-based meetings, in-services, workshops, and trainings.
REQUIRED QUALIFICATIONS
Education, Training, and Experience Guidelines:
- .Posses a Master's Degree.
- Have a current certification in Special Education or school psychology.
- .Have a minimum of 7 year's expereince in special education writing and implementing IEPs or METs.
- Knowledge of applicable Federal and State special education and disability related laws and statutes.
- Demonstrate knowledge and experience in development and implementation of special services activities, and related documents that conform to Federal, State, and District guidelines.
- Experience in training staff to implement services and paperwork conform to Federal, State, and District guidelines.
- Possess an Active Arizona Department of Public Safety IVP Fingerprint Clearance Card.
