Summary:
The Early Learning Systems Administrator provides leadership, oversight, and systems-level coordination for the CCIU's Early Learning programs, including the Early Learning Resource Center (ELRC) and all DHS-licensed childcare facilities operated by CCIU. This position is responsible for supervising highly regulated early learning and childcare subsidy programs, ensuring compliance with Pennsylvania Department of Human Services (DHS) regulations, advancing continuous quality improvement toward STAR 4 designation, and ensuring fiscal integrity across multiple funding streams.

The Administrator oversees licensed childcare programming serving birth through kindergarten entry, as well as before- and afterschool programming, and provides administrative oversight of the ELRC's program implementation and client service functions. The position requires advanced knowledge of early learning systems, subsidy administration, state and federal regulations, budget management, and staff supervision within complex, compliance-driven environments.

Essential Job Responsibilities:

  • Provide administrative leadership and supervision for CCIU's Early Learning Resource Center (ELRC) and licensed childcare facilities, including four centers serving birth�kindergarten entry and one before and afterschool program.
  • Serve as the administrative lead for managing complex and sensitive parent and caregiver interactions, including responding to complaints, mediating concerns related to program operations or staff conduct, and overseeing mandated reporter responsibilities; ensure concerns are addressed promptly, professionally, and in accordance with DHS regulations, CCIU policies, and applicable laws, while providing guidance and support to staff throughout the process.
  • Ensure full compliance with Pennsylvania Department of Human Services (DHS), Office of Child Development and Early Learning (OCDEL), and applicable federal, state, and local regulations governing childcare licensing, subsidy administration, health and safety, staffing, and fiscal accountability.
  • Oversee ongoing quality improvement initiatives to ensure all licensed childcare programs are on target to achieve and maintain Keystone STARS Level 4 designation.
  • Supervise and evaluate childcare center directors and ELRC staff using established performance management practices; provide coaching, professional development, and corrective guidance as needed.
  • Direct and monitor program operations within highly regulated environments, ensuring adherence to enrollment, staffing ratios, attendance tracking, eligibility determination, and documentation requirements.
  • Manage and monitor operating budgets totaling approximately $2 million for licensed childcare programs and a $1 million ELRC program implementation budget, including oversight of client expense funding (amount is determined annually by state and can change based on use) and subsidy-related expenditures.
  • Collaborate with the budget coordinators and business office to support budget development, forecasting, fiscal monitoring, audits, and required financial reporting.
  • Ensure accurate data collection, reporting, and submission related to licensing, subsidy, and quality initiatives using state and internal data systems.
  • Develop, implement, and revise procedures and family handbooks aligned with DHS regulations, CCIU board policy, and best practices in early childhood systems administration.
  • Coordinate with internal departments and external partners to support program continuity, compliance, and service delivery for families and children.
  • Support recruitment, hiring, and onboarding of staff for early learning programs in collaboration with Human Resources.
  • Represent CCIU in meetings with state agencies, community partners, and stakeholders related to early learning, childcare subsidy, and quality initiatives.
  • Support strategic planning and expansion efforts related to early learning services, childcare access, and system sustainability.
  • Perform other duties as assigned consistent with the scope and intent of the position.

Qualifications:
Education and Experience:

  • Bachelor's degree in Early Childhood Education, Human Services, Public Administration, Education Administration, or a related field required; Master's degree preferred
  • Childcare Director credential required
  • Minimum of 5�7 years of progressive leadership or administrative experience in early learning, childcare, or publicly funded human services programs, with direct experience in DHS-regulated or subsidy-funded programs preferred
  • PDE Certification in Early Childhood Education preferred

Professional or Other Required Clearances:

  • Vaild Driver's License & access to reliable transportation required
  • Current police, child abuse, and FBI fingerprint- DHS, NSOR clearances within 1 year required

Salary Range: 
2025-2026: Administrator, Level G: $101,857 - $127,321/yr. 
2026-2027: Administrator, Level G: $105,320 - $131,650/yr. 
* Placement on band is based on years of direct experience in a comparable role.
260 day position, 7.5 hours per day, 5 days per week
