Job Description

The Enterprise Program Management (EPM) Business Analyst Senior leads business research, analysis, surveys, and data analytics initiatives to support strategic decision-making across the agency. The incumbent will apply advanced business analysis methods, data-driven insights, and stakeholder engagement to translate business needs into actionable requirements, analytical solutions, and measurable outcomes. This position will proactively work with the EPM team, Information Technology, and agency stakeholders WHAT YOU WILL DO: Business Analysis Requirements Management •Leads business analysis activities for enterprise survey, research, and analytics initiatives, including problem definition, stakeholder analysis, requirements elicitation, documentation, validation, and change impact assessment. •Analyzes and documents current-state and future-state business processes, workflows, data flows, and system requirements to support agency objectives. •Develops and maintains functional and non-functional requirements, use cases, business rules, and traceability artifacts. •Facilitates stakeholder workshops and working sessions to define needs, prioritize requirements, and resolve business issues. •Partners with business and technical teams to ensure requirements are accurately translated into system configurations, integrations, dashboards, and reporting solutions. •Applies performance metrics and key performance indicators (KPIs) to assess solution effectiveness and recommend continuous process and system improvements. Survey Program Platform Governance •Leads enterprise-wide governance and strategic use of the Qualtrics platform, ensuring alignment with documented business requirements, data governance standards, and regulatory expectations. •Oversees the end-to-end survey lifecycle with a focus on requirements alignment, data integrity, and analytical validity rather than tactical execution. •Serves as the primary business liaison between stakeholders, IT, and vendors to ensure survey and analytics solutions meet approved business needs. •Establishes and enforces platform standards, user access controls, onboarding processes, and shared asset governance. •Translates survey and analytics outputs into business insights that support executive and Board-level decision-making. Data Governance, Analytics Reporting •Leads data governance, audit, and quality assurance activities for survey and research data to ensure accuracy, consistency, documentation, and compliance. •Analyzes quantitative and qualitative data to identify trends, risks, and opportunities that inform business decisions and operational improvements. •Defines enterprise reporting requirements, analytical standards, and documentation to support repeatable and scalable analytics. •Acts as a subject matter expert for data interpretation, reporting specifications, and analytics best practices. •Develops executive- and departmental-level dashboards to track KPIs aligned with division goals and the TRS strategic plan, including goals, objectives, and strategies. •Utilizes Databricks, SQL, and Microsoft Power Platform tools (Power BI and Power Automate) to support data cleansing, dashboard automation, and analytics solutions for both survey and non-survey data. Operational Support Strategic Initiatives •Provides limited advisory support related to procurement, vendor oversight, and contract compliance for survey and analytics services. •Contributes business analysis expertise to strategic planning, business continuity, and enterprise analytics maturity initiatives. •Provides project management support for TRS events and special initiatives, as assigned. •Participates in special projects as assigned.
