Position: Director of Human Resources
Job Description:
The Director of Human Resources provides strategic and operational leadership to central office
administrators, building principals, and district faculty and staff in the day-to-day and long-range
management of human resources functions. The Director leads districtwide human resource initiatives in
collaboration with the executive leadership team and serves as a key advisor to district personnel on all
human resources�related matters.
The Director of Human Resources implements and ensures compliance with the policies and directives of
Fall River Public Schools, the Massachusetts Department of Elementary and Secondary Education
(DESE), and the United States Department of Education (USDOE). Under the supervision of the
Superintendent, the Director initiates, develops, and implements policies and procedures that promote
student success, support accountability across district schools, and ensure fiscally responsible human
capital practices.
The Director provides leadership in the development and oversight of human resources information
systems, districtwide data collection, and continuous improvement of administrative computing and
business processes, including the adoption of progressive, technology-based practices.
The Director of Human Resources provides leadership around benefits administration, performance
evaluation systems, licensure and certification matters, labor relations, collective bargaining, and staff
discipline. This includes providing leadership and oversight in the conduct of staff investigations, ensuring
that investigatory and disciplinary processes are fair, timely, legally compliant, and aligned with district
policies and contractual obligations.
Additionally, the Director evaluates and supervises all human resources staff and plans, coordinates, and
implements districtwide job training and professional development opportunities to support employee
effectiveness and maintain a high standard of educational excellence within Fall River Public Schools.
REQUIRED QUALIFICATIONS
? Master's Degree in business, education or public administration or a related area
? Appropriate Massachusetts educator licensure (Superintendent/Assistant Superintendent or
Supervisor Director)
? Minimum of five or more years of executive managerial experience directing and managing
human resource services within a public school district
? Demonstrated excellence in written and verbal communication, including public speaking, with the
ability to synthesize and present complex information clearly and effectively

? Proven ability to analyze complex situations, exercise sound judgment, and determine effective
courses of action; ability to interpret, apply, and explain applicable laws, regulations, policies, and
procedure
? Executive-level experience in organizational development, strategic planning, staff development,
and performance management
? Comprehensive knowledge of school law, collective bargaining, educator and administrator
evaluation systems, development of educational job descriptions, and school personnel policy
development
PREFERRED QUALIFICATIONS
? Self-motivated professional with the ability to work independently and effectively with minimal
supervision
? In-depth understanding of school operations, including the role and responsibilities of the building
principal
? Strong interest in and aptitude for leveraging technology to improve efficiency, effectiveness, and
service delivery within the Human Resources function.
? Experience using social media as a communication or engagement tool in a professional or
organizational setting
? Demonstrated ability to learn, adopt, and effectively utilize technology platforms and software,
including financial and accounting systems
? Demonstrated commitment to social justice, cultural proficiency, and community engagement.
? Bilingual or multilingual abilities, particularly Portuguese or Spanish
The Superintendent of Schools reserves the right to waive a position qualification or determine that there
is an acceptable alternative to that qualification. If the Superintendent intends to waive a qualification,
such intent will be shared with the Fall River School Committee.
PERFORMANCE RESPONSIBILITIES
1. Provide executive leadership in the development, implementation and administration of personnel
policies, procedures, and practices in all phases of human resource management, including
recruitment, selection, hiring, onboarding, retention, and separation of all employees.
2. Provide executive leadership in the negotiation, administration, interpretation, and monitoring of
all collective bargaining agreements and individual contracts negotiated by the School
Committee.
3. Develop, revise and oversee the implementation performance evaluation system and instruments
for all employee groups, including administrators, educators, support staff, and service
departments.
4. Serve as the primary advisor to the Superintendent and School Committee on labor relations,
employee relations, and human resources policy matters; attend School Committee and
executive session meetings as required.
5. Work collaboratively with district legal counsel to interpret and ensure compliance with all
applicable state and federal laws and regulations, including those impacting collective bargaining
agreements and personnel actions. .
6. Serve as a member of the Superintendent's Executive Team, collaborating with senior leadership
to advance district-wide improvement initiatives and achieve established goals
7. Advise and support administrators in addressing complex and sensitive human resources issues,
including employee. discipline, investigations, hiring, return-to-work decisions, leaves of absence,
performance management, remediation, and dismissal, to ensure sound decision-making, and
minimize risk. .
8. Investigate employee relations issues/grievances for the purpose of reaching resolution
conducive to a healthy work environment
9.Direct and oversee all district-wide hiring processes, including job postings, applicant screening,
interviews, reference and background checks, job offers, orientation coordination, and
employment denial decisions in accordance with established policies and salary schedules.
10. Coordinate bargained grievance procedures and act as an advisor to all parties during the various
levels of the process
11. Manage and oversee all employee-related processes, including certification and licensure
tracking, employee transfers, unemployment claims, workers' compensation claims, and other
personnel actions.
12. Ensure district compliance with all federal and state mandates related to human resources,
including but not limited to FMLA, FLSA, ADA, DESE licensure requirements, and other
applicable regulations.
13. Under the direction of the Superintendent, chair and/or serve on administrative and leadership
search committees.
14. Work with the leaders of all bargaining units to address school climate, employee engagement,
and retention efforts. .
15. Provide training and guidance to administrators on labor relations, employment law, performance
evaluations, growth and improvement plans, documentation, and contractual compliance.

17. Facilitate and maintain employee access to an Employee Assistance Program (EAP) and other
related supports.
18. Provide executive oversight of the district-wide performance evaluation process, ensuring
consistency, compliance, and alignment with School Committee policy, contractual obligations,
and state requirements.
19. Conduct and/or direct employee relations investigations and grievance proceedings; recommend
and administer disciplinary action when appropriate; coordinate grievance processes at all
contractual levels; and assist legal counsel in matters involving compliance agencies.
20. Lead and support district-wide initiatives focused on staff development, retention, mentoring,
induction, and workplace culture.
21. Perform other related duties as assigned by the Superintendent
