Job Description

Summary

Leads research, design, and development activities to improve NYPA’s energy services. Designs, constructs, and tests and operates equipment. Ensures that standards of quality, cost, safety, reliability, timeliness and performance are met throughout all engineering activities.

Guides the design, development, implementation, operation, and maintenance of instrumentation/protection and control systems. Provides engineering knowledge to supervise, direct and help plan and execute preventive and corrective maintenance activities. Supports engineering and specification design reviews and construction and continuous improvement activities. Ensures that all assets under their control are maintained in full compliance with applicable NYPA and regulatory maintenance standards.

Responsibilities

  • Providing technical support for routine O&M activities including troubleshooting, drawing preparation, procurement of materials, implementation activities, and engineering/test data review. Assisting in the review of current maintenance practices for suitability and economic reasonableness. Assist with preparing recommendations for improvement, consistent with current technology and proactive industry, and government compliance
  • Provide engineering support of a range of design modification projects, equipment applications and failure research, engineering studies, and operations and maintenance activities.
  • Observe construction activities and administer on-site technical support, as well as develop technical recommendations with moderate complexity for both O&M and Capital work.
  • Provide local operations emergency response, troubleshooting & guidance. Occasionally outside of normal business hours.
  • Independently coordinate cross disciplinary activities for the successful development and execution of projects
  • Select and apply codes, standards, and procedures to work tasks appropriately.
  • Preparation of engineering reports, field inspections and/or condition assessments, and equipment evaluations to develop technical recommendations for moderately complex scenarios. Generate and evaluate Protective Relaying Disturbance Reports and Equipment Incident reports, etc. as required.
  • Provide direction and review in the development of the project engineering documents and submittals.(As needed Basis)
  • For assigned work and projects, provide supervision of maintenance department(s) staff, and contractors, and prepare and monitor the day-to-day work activities of the crafts. Work with planners in scheduling work activities; oversee the safety of employees. Review job packages to ensure they are complete and current prior to performance of the work. Review completed work, job packages, and work orders to verify all steps are complete and to ensure that all data/information is recorded.

Knowledge, Skills and Abilities

  • Demonstrated practical technical competencies at implementing moderately complex assignments involving protective relaying, communication, computer, networks, PLC, control, metering, and plant security equipment
  • Demonstrated ability to define moderately complex problems, collect data, establish facts, and draw valid conclusions by applying accepted technical and business standards. 
  • Working knowledge of applicable codes, standards, and regulations.
  • Strong verbal and written communication skills, Self-starter, who can work independently with limited supervision or guidance.
  • Collaborative and team-oriented with ability to build relationships with vendors and stakeholders.
  • Ability to perform engineering calculations, and complete specifications, scopes of work, reports, and interdisciplinary design packages.
  • Ability to coordinate the technical and commercial aspects of projects.
  • Competent in the use of Microsoft Office applications.
  • Working experience with a Asset Management / MPR software such as Maximo preferred.
  • Ability to effectively manage and prioritize multiple projects.
  • Understanding of NYPA disciplines, divisions, and/or departments and their interaction with I&C department required.
  • Ability to travel.

Education, Experience and Certifications

  • Bachelor of Science Degree in Electrical Engineering (BSEE), or equivalent (BSEET), from an accredited college or university.
  • Minimum of five (5) years of related work experience preferred. 
  • New York State Engineer in Training certification preferred

Physical Requirements

  • Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations.
  • Protective equipment must be worn in the performance of some duties.
  • Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions.
