POSITION SUMMARY

The District Registrar provides leadership and oversight for student enrollment, assignment, and records processes for an assigned cluster or group of schools across the district. This role serves as the team leader for Enrollment Specialists and supports school-based registration staff to ensure accurate, efficient, and family-centered enrollment experiences. The Lead Registrar is responsible for developing procedures, delivering training, monitoring compliance with district, state, and federal requirements, and assisting families with navigating school assignment and transfer options. The position serves as a subject matter expert in student enrollment, residency, and school choice processes.

MINIMUM REQUIREMENTS

EDUCATION:

  • Bachelor's degree required
  • Master's degree preferred
  • Additional years of equivalent professional experience may be considered in lieu of the degree requirement

CERTIFICATION/LICENSE:

  • N/A

WORK EXPEREINCE:

  • 2 years of experience as a registrar
  • Experience leading or supervising teams preferred
  • Preference will be given to candidates with experience in a position with similar responsibilities
  • Preference will be given to candidates with advanced proficiency in the utilization of Infinite Campus
  • Experience in K�12 education or public sector preferred

KNOWLEDGE, SKILLS, & ABILITIES

  • Strong knowledge of K�12 enrollment, residency requirements, student records, and school assignment processes
  • Familiarity with student information systems and data management practices
  • Knowledge of FERPA, McKinney-Vento, and applicable state enrollment regulations
  • Ability to lead teams, manage multiple priorities, and meet deadlines in a fast-paced environment
  • Strong problem-solving, organizational, and decision-making skills
  • Excellent communication and interpersonal skills with a commitment to customer service
  • Ability to develop training materials and deliver effective professional learning
  • Cultural competency and ability to work effectively with diverse communities


ESSENTIAL DUTIES

Team Leadership & Supervision

  • Supervise and support a team of Enrollment Specialists responsible for student enrollment and records processing for assigned schools
  • Provide coaching, guidance, and ongoing professional development to team members.
  • Conduct performance evaluations, establish goals, and monitor staff productivity and service quality
  • Coordinate staffing coverage to ensure timely processing of enrollment requests and family support

Enrollment & Assignment Operations

  • Oversee enrollment, registration verification, residency validation, withdrawals, and records requests for assigned schools
  • Ensure compliance with district policies, state regulations, and federal requirements related to student enrollment and records (e.g., residency, guardianship, McKinney-Vento, FERPA)
  • Support complex enrollment cases, including custody matters, residency disputes, and documentation challenges
  • Assist families with navigating school assignment options, transfers, school choice programs, and eligibility requirements
  • Monitor enrollment data accuracy and ensure timely entry into the student information system

School Support & Collaboration

  • Serve as the primary liaison between the district office and school-based registration staff for assigned schools
  • Provide technical assistance and problem-solving support to schools regarding enrollment and records procedures
  • Collaborate with school leaders and central office departments to resolve enrollment-related concerns
  • Support onboarding and training for new school-based registrars and clerks.
  • Training & Procedure Development
  • Develop and maintain standardized procedures, manuals, and training resources for enrollment and records processes
  • Design and deliver professional learning sessions for school staff and district personnel
  • Ensure training materials reflect current policies, system updates, and best practices
  • Identify process improvement opportunities and implement solutions to enhance efficiency and customer service

Family Engagement & Customer Service

  • Provide direct support to families with complex enrollment situations or transfer requests
  • Ensure equitable access to enrollment services for all families, including multilingual and underserved populations
  • Address escalated concerns and ensure timely resolution with a customer-focused approach
  • Promote a welcoming and supportive enrollment experience aligned with district customer service standards

Compliance, Data & Continuous Improvement

  • Monitor compliance with records management requirements, including cumulative records, transfers, and retention guidelines
  • Analyze enrollment trends and operational data to inform decision-making and resource allocation
  • Support audits, reporting requirements, and documentation reviews
  • Recommend improvements to policies, systems, and workflows to strengthen operational effectiveness
  • Required to have prompt, regular attendance in person and be available to work on-site during regular business hours and as needed
  • Performs other duties as assigned by the appropriate administrator or their representative

Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 15 or more pounds on a frequent basis.

Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.

Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records. Additional Work Conditions & Physical Abilities: Will require travel to multiple sites.
