Job Description

This position is responsible for the management of the stormwater management program, MS4 permit program, and developmental plan review for the Public Works department. Conducts professional and technical work involving the review of plans. Position also performs administrative work in assisting with budgeting and staff supervision for the assigned division. Work includes significant involvement in the management of complex master planned projects and performing engineering reviews of complex or politically sensitive private construction plans to ensure compliance with City codes and engineering standards. Works also involves providing technical support in responding to citizen concerns pertaining to drainage, erosion, utility systems, or other departmental issues, in addition to representing the City in the development of TMDLs, managing the implementation of TMDL regulator requirements, and management of capital improvement projects that have a significant environmental aspect. Position is a higher-level position performing engineering tasks of high complexity, with involvement in division operational and policy decisions. Reports to the Assistant Director of Public Works.

  • Manages the City's Stormwater Management Program and oversees the City's water monitoring programs.
  • Manages stormwater projects and special projects; determines project scope, participates in fee negotiation, provides design input, resolves design and construction conflicts, approves design and construction invoicing, and budget preparation.
  • Manages the environmental protection programs of water resources for the City, including administering contracts and managing the design of complex capital improvement projects.
  • Supervises the division's site plan review of developmental projects for Public Works.
  • Supervises the issuance of right-of-way permits and inspection of work performed in City right-of-way.
  • Supervises/coordinates inspection/field services for environmental programs and capital improvement projects.
  • Supervises the issuance of land disturbing permits and State Construction General permits.
  • Coordinates projects, activities, permitting, and compliance with issues with other federal, state and local and/or private agencies.
  • Coordinates inspection services for developmental projects within the City.
  • Coordinates work activities with inspection staff to enforce City codes and program objectives.
  • Coordinates the application submittal process, City's review process, and the administration of VPDES permits for projects in the City.
  • Coordinates with Right of Way staff on the acquisition of property/easements from private landowners for developmental projects.
  • Reviews project plans, amendments, construction record drawings, maintenance agreements, plats and field changes from engineering consultants and contractors.
  • Reviews complex or politically sensitive plans for private development, commercial construction and subdivision sites for compliance with City codes and engineering standards.
  • Assists in preparation of the City's ten year capital program for stormwater projects; provide cash flow projections, cost estimates, and schedules.
  • Assists in the procurement of architectural and engineering design services and negotiation of contracts; oversees contract execution.
  • Assists with updates to the PFM to develop standard operating procedures; and assist in the development of policies regarding implementation of current regulations, standards, and other functions.
  • Provides master plan and developmental comments on project applications for Land Use Meetings in conjunction with review engineers.
  • Provides technical support for development of a Stormwater Quality Management Program to comply with requirements of the City's municipal storm sewer system permit (MS4 permit).
  • Provides information, education, and technical assistance to the public. Meets with local businesses or citizen groups affected by City projects; Assists with preparation and delivery of public presentations and briefings to City officials, community organizations, or other individuals/groups.
  • Administers the City's Erosion and Stormwater Management program to ensure compliance with State minimum requirements. 
  • Attends all interdepartmental pre-submittal meetings for development within the City.
  • Meets with developers/engineers to discuss City policies and standards during planning stage of design.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; Maintains awareness of new methods, materials, trends and advances in the profession.
  • Receives, investigates and responds to citizen inquiries or complaints regarding environmental programs or issues; Investigates complaints, confers with parties involved, and addresses issues as appropriate. Provides information, researches problems, and initiates problem resolution.
  • Tracks legislative measures related to environmental and stormwater program areas and reviews and summarizes existing environmental and stormwater regulations to ensure compliance by the City; Investigates options and develops strategies to comply with regulatory requirements.
  • Performs supervisory duties for assigned staff including selection of personnel, completing performance evaluation and coaching, providing training, performing disciplinary actions and counseling, and providing the approval of leave requests and timesheets.
  • Performs other related duties as required.

Graduation from a four-year college or university with a degree in engineering, environmental science, accounting, business administration or a related field, and 3 to 5 years of experience, any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

  • Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from supervisors.
  • Ability to read billing statements, bankruptcy forms, account records, balance sheets, reports, etc. Requires the ability to prepare correspondence, reports, forms, etc., using proper format.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to understand government accounting terminology.
  • Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
  • Ability to inspect items for proper length, width and shape.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
