- Researches/reviews Federal and state regulations to ensure the City is compliant with all grant requirements
- Works with project managers in City departments to identify and understand compliance requirements associated with the grant(s)
- Prepares/coordinates grant compliance reporting and reimbursement requests for all City grants received
- Maintains records in a timely and accurate manner and in accordance with all applicable laws, rules, regulations and directions from granting authorities
- Updates post-award portion of the Grants Procedures Manual as needed
- Performs analytical procedures in relation to grants and accounts
- Communicates with project managers both within the City and with other agencies
- Performs professional accounting duties in recording accounting transactions
IMPORTANT FUNCTIONS:
- May perform the duties of other Finance Department classifications of an equal or lower pay grade as assigned
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Ability to lift and move files and supplies weighing a maximum of 25 lbs., with or without accommodation
- Ability to sit for over two hours at a time while performing routine office duties, attending meetings, and traveling
- Ability to perform a full range of repetitive motions while performing routine office duties including frequent moving about, standing, bending, kneeling, stooping, reaching, handling, talking, and manual dexterity
- Ability to hear all communication from employees and non-employees by telephone or in person, and respond to employees and non-employees
- Ability to use vision to work with written documents and forms
- Ability to travel out of town and out of state for meetings, conferences, and other events
- Ability to interpret City Code and applicable Federal and state law related to procuring grant funding (e.g., Davis-Bacon Act, etc.)
- Knowledge of windows based computer systems
- Knowledge of current work processing, spreadsheet, communication, and research applications, such as Microsoft Word, Excel, Outlook and Internet Explorer
- Thorough understanding of Federal OMB Circulars related to grant management
- Ability to analyze accounts and/or projects and to prepare accounting statements and reports
- Ability to work independently and exercise reasonable judgment in decision making
- Ability to meet deadlines and manage multiple assignments and demands within established guidelines
- Excellent written and verbal communication skills
- Knowledge and ability to make moderately difficult mathematical calculations
- Ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies and organizations
- Ability to perform all job duties in a safe manner
- A bachelor’s degree from an accredited college or university in Accounting, Business Administration, or closely related field with:
- At least two (2) years of accounting and/or grant reporting experience
- An associate degree from an accredited college or university in Accounting, Business Administration, or closely related field with:
- At least four (4) years of accounting and/or grant reporting experience
- A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SPECIAL CONDITIONS OF EMPLOYMENT:
The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbent must be willing to work additional hours, if required. The incumbent may be required to drive to training events and/or meetings. The position requires a great deal of interpersonal communication with City employees and outside agencies.
All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
