Job Description

The Quality Safety Value (QSV) Watch Officer plays a critical role in monitoring, analyzing, and coordinating responses to patient safety, clinical quality, and operational risks during the deployment and sustainment of the VA’s Oracle Health EHR system. This role operates within a command center or watch environment, ensuring real-time situational awareness and rapid escalation of issues that may impact veteran care.

The Watch Officer serves as a central point of coordination across clinical, technical, and operational teams, helping ensure that safety events, system defects, workflow disruptions, and quality concerns are identified, triaged, and resolved effectively.

Operational Monitoring & Incident Management

  • Provide continuous monitoring of QSV-related incidents, risks, and alerts during EHR deployment and go-live activities
  • Triage incoming issues related to patient safety, clinical workflows, and system performance
  • Maintain situational awareness of system-wide impacts across VA medical centers

Escalation & Coordination

  • Coordinate timely escalation of critical safety and quality events to appropriate leadership and response teams
  • Serve as liaison between clinical staff, IT teams, Oracle Health representatives, and program leadership
  • Facilitate incident response calls, huddles, and command center briefings

Quality & Safety Oversight

  • Identify trends or patterns in safety events, near misses, and workflow disruptions
  • Support root cause analysis and corrective action tracking
  • Ensure alignment with VA patient safety protocols and regulatory requirements

Documentation & Reporting

  • Maintain accurate logs of incidents, actions taken, and resolution status
  • Develop situation reports (SITREPs), dashboards, and executive summaries
  • Track key performance indicators (KPIs) related to quality, safety, and system performance

Process Improvement

  • Recommend improvements to workflows, escalation pathways, and monitoring processes
  • Support continuous improvement initiatives across QSV operations
  • Contribute to lessons learned and post-implementation reviews
  • Bachelor's degree
  • 3+ years of relevant experience
  • Ability to obtain a Public Trust clearance
  • Previous Oracle EHR exposure HIGHLY PREFERRED
