Job Description

The IPP & MS4 Stormwater Coordinator is responsible for supervising, administering, and continuously improving the City of Fall River’s Industrial Pretreatment Program (IPP) and Municipal Separate Storm Sewer System (MS4) Stormwater Program. This role ensures compliance with all applicable Federal, State, and local environmental regulations, including EPA Pretreatment Standards (40 CFR Part 403), NPDES/MS4 permit requirements, Massachusetts stormwater regulations, and municipal sewer use ordinances. This position supports Inframark’s commitment to operational excellence, environmental protection, and regulatory compliance by overseeing industrial user permitting, stormwater inspections, illicit discharge detection, enforcement actions, reporting, public education, and program development. The Coordinator serves as a technical resource to City staff, industrial users, consultants, and regulatory agencies while protecting Fall River’s wastewater and stormwater infrastructure. Essential Duties and Responsibilities Industrial Pretreatment Program (IPP) Administer and enforce Fall River’s Industrial Pretreatment Program in accordance with 40 CFR Part 403, local sewer use ordinances, and all applicable permits. Identify, classify, permit, inspect, and regulate Significant Industrial Users (SIUs), Non-Significant Categorical Industrial Users (NSCIUs), and other regulated industrial contributors, including but not limited to dentists and car washes. Prepare, issue, renew, and modify industrial wastewater discharge permits. Conduct compliance inspections, facility audits, and industrial user monitoring for the most complex facilities. Review self-monitoring reports, baseline monitoring reports, slug control plans, and permit applications. Coordinate and oversee industrial sampling, including composite and grab sample collection, chain of custody procedures, and laboratory result review. Track compliance schedules, violations, enforcement actions, and corrective measures including Notices of Deficiency, Non-Compliance, and Violations. Assist with local limits development, re-evaluation studies, and NPDES permit renewal support. Maintain and update Pretreatment Program Standard Operating Procedures (SOPs), enforcement response plans, and safety documentation. Provide technical guidance and compliance recommendations to industrial users. Assist with annual and semi-annual regulatory reporting requirements. Other duties as assigned   MS4 Stormwater Program Administer Fall River’s MS4 Stormwater Program in accordance with EPA and Massachusetts permit requirements. Evaluate and improve stormwater program effectiveness, efficiency, and regulatory compliance. Develop, implement, and maintain the Stormwater Management Plan (SWMP), and associated SOPs. Conduct outfall inspections, dry weather screenings, illicit discharge detection and elimination (IDDE) investigations, and compliance audits. Investigate complaints and suspected violations involving illegal dumping, hazardous materials, and stormwater pollution. Prepare annual MS4 reports, stormwater permit reports, and all associated regulatory submissions. Coordinate enforcement actions for stormwater violations, including corrective actions and compliance schedules. Support municipal departments with stormwater pollution prevention, construction runoff compliance, and good housekeeping requirements. Conduct public outreach, industrial user guidance, and staff training on stormwater regulations and best management practices (BMPs). Maintain stormwater databases, inspection schedules, records, and reporting systems. Represent Inframark and the City of Fall River in public meetings, regulatory workgroups, and professional associations. Assist with emergency response efforts for stormwater-related incidents. Regulatory Compliance & Program Development Monitor Federal and State regulatory updates, evaluate program impacts, and implement necessary changes. Prepare quarterly, annual, and permit-required reports. Maintain accurate records, monitoring data, and program documentation. Support regulatory inspections, audits, and permit renewals. Assist with updates to local sewer use codes, enforcement response plans, and municipal environmental policies. Develop and implement training programs for staff related to pretreatment and stormwater compliance. Assist management with budget planning, procurement needs, and program resource development. Qualifications Education: Bachelor’s Degree in Environmental Science, Environmental Engineering, Biology, Chemistry, Wastewater Management, or related field preferred. Equivalent combination of education and relevant experience may be considered.     Experience: Minimum 3 years of progressively responsible experience in industrial pretreatment, environmental compliance, wastewater operations, or stormwater management preferred. Experience with municipal pretreatment and MS4 programs strongly preferred. Knowledge of industrial permitting, environmental inspections, and regulatory reporting. Certifications Preferred: Massachusetts wastewater operator certification OSHA safety certifications Valid driver’s license Knowledge, Skills, and Abilities Strong knowledge of: 40 CFR Part 403 Pretreatment Regulations NPDES and MS4 stormwater permits Massachusetts environmental regulations Industrial wastewater treatment systems Stormwater BMP implementation Experience in permit writing, inspections, enforcement, and compliance reporting Strong technical writing and oral communication skills Ability to train and mentor junior staff Strong organizational, analytical, and database management skills Ability to manage conflict and enforcement situations professionally Proficiency in Microsoft Office, compliance software, GIS, and environmental databases Physical Requirements Ability to perform industrial and municipal field inspections Ability to walk, stand, climb stairs, and work in outdoor environments for extended periods Ability to lift sampling equipment and materials Exposure to industrial, wastewater, and stormwater environments, including hot, cold, noisy, and odorous conditions Work Environment Combination of office, field, laboratory, and industrial facility work May require after-hours emergency response, inspections, or regulatory support
