Job Description
Position Purpose:
The Commercial Management Director plays a lead role on commercial and financial matters across IO’s delivery and commercial teams in the execution of major infrastructure projects, and other commercial and real estate development projects. The role oversees and shapes commercial strategy for complex transactions, including risk allocation, delivery model selection, commercial claims analysis, and project financing. This position consolidates commercial thinking across IO, advancing best practices, consistency, and innovation across multiple sectors.
What You Will Do:
Provide senior project-level leadership on commercial issues across multiple sectors, ensuring consistent commercial management approaches.
Structure transactions by integrating innovation, market intelligence, and lessons learned to optimize project outcomes.
Lead project transaction execution from a commercial and financial perspective, including design and execution of financial and commercial evaluations and other due diligence.
Lead program-wide strategic issues from a commercial perspective, including reviews of approaches to contract security (e.g., bonding), delivery model analysis, and commercial design to integrate policy directives.
Develop and disseminate best practices through participation in industry associations, panels, and creation of educational materials.
Collaborate with technical, legal, financial, and costing experts to implement commercial concepts aligned with IO’s delivery strategies.
What We Are Looking For:
Extensive experience leading transaction structuring in infrastructure, project finance or related fields.
Advanced knowledge of infrastructure delivery models, project finance, business case development, and financial analysis methodologies.
Strong commercial judgment with experience assessing the interplay between commercial structures and risk profiles, negotiating complex commercial and financial terms, and resolving major project claims.
Ability to develop commercially sound recommendations requiring multi-dimensional consideration.
Demonstrated ability to work across government, senior executives, and private-sector proponent teams.
Leadership capability to coach and mentor team members in a collaborative environment.
Finance-related education expected; CFA, MBA, Economics, or accounting experience considered an asset.

We offer a competitive hiring range of $128,000 to $163,000 (P6 level), pay will align with skills, knowledge and experience of the candidate.
