Position Objective:

This role is responsible for supporting strategic planning and implementation of human resources policies and procedures for the NYCT workforce, through disseminating information and providing policy direction to consolidated employees who work across various MTA operating agencies. This role manages and coordinates a variety of selected programs and policy administration for NYCT employees to ensure consistent application of organizational policy and practice as it applies to this population. Through multiple analytical processes, this position monitors the effectiveness of existing programs, program usage, and market trends to support HR planning functions and maximize the effectiveness of HR policies and programs.

Responsible for directing a work team of one or more HR Managers, Generalists, and/or Coordinators to deliver efficient, comprehensive Human Resource services to the NYCT workforce. A major responsibility of this position is to develop strategic partner relationships with department leads and their employees to assist them in the achievement of their goals while maintaining compliance with legal regulations, laws, etc.

Responsibilities:

  • This position supports the development of HR programs and processes aligned with the needs and objectives of the NYCT workforce. This role works with the Business Service Center and agency staff to carry out key processes across the organization. This role will serve as a liaison between the NYCT workforce, its leadership, and corporate HR staff to manage and monitor programs related to staffing, organizational and talent development, compensation, employee relations, leave management, and performance management.
  • This role provides guidance on corporate HR policies and procedures to the NYCT workforce, addressing and mitigating cross-agency issues and appropriately transitioning administration of select processes to the relevant functional towers. This position works with functional HR staff to ensure understanding of HR programs for equitable and consistent application in the field.
  • This role manages analytical processes to assess the effectiveness and levels of use of programs across the department to support strategic HR planning activities.
  • This position leads communications planning for the dissemination of human resources programs and policy changes across, but not limited to, NYCT Subways and Administrative divisions. This role may assist department leads with overseeing the development of communications materials, educational sessions and forums, employee handbooks and related items, and monitors/assesses the effectiveness of communications strategies in accordance with NYCT and All-Agency policies and procedures.
  • This role will liaise with Talent Acquisition to oversee and coordinate programs and activities related to consolidated recruitment efforts, including, but not limited to, testing coordination, candidate outreach, interviewing, and participating in review committees and appeals when necessary. This role is responsible for monitoring the effectiveness of programs and supporting planning functions for all programmatic changes.
  • This position manages analytical processes to assess the appropriateness of fund allocation across HR initiatives. This role assesses departmental functionality and makes recommendations for revisions to organizational and job structures to ensure effective execution of system-wide policies and programs, and maintain alignment with other departments and the operational needs and objectives of the organization.
  • Direct the day-to-day aspects of HR services, prioritizing daily work activities and projects for staff.
  • Develop strong partnerships with department leads and agency partners, providing consultation and guidance to leads on restructuring, workforce planning and forecasting, succession planning, performance management, coaching, career development, disciplinary issues, compensation and salary administration policy, and all other HR policies and procedures that may affect this group of employees.
  • Liaise with the Talent Acquisition tower to direct and monitor recruitment and selection strategies, and hiring plan needs, to meet the Company’s staffing needs, ensuring compliance with established hiring plans, EEO, ADA, and all related laws.
  • Liaise with the Talent Acquisition team to develop short and long-term corporate recruitment strategies to ensure appropriate staffing levels in the most efficient manner while ensuring the selection of the best qualified candidates.
  • Liaise with the appropriate towers to manage ADA Reasonable Accommodation requests.
  • Oversee all terminations for consistency, appropriateness, and ensure they are within legal guidelines.
  • Counsel department managers on the interpretation and application of policies, procedures, and Collective Bargaining Agreements.
  • Assist with the management and resolution of employee relations issues.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Review direct reports and approve performance appraisals. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Perform other assignments as requested by Management.

  • Reviews invoices and approves them if the work meets contractual standards, as applicable

Required Knowledge/Skills/Abilities:

  • Must have a thorough working knowledge of at least two of the following HR areas: recruitment, benefits, compensation, salary administration, position evaluation, organizational dynamics, employee development, performance management, or HR administration.
  • Must have working knowledge of all related state and federal regulations regarding related human resource issues.

 

Required Education and Experience:

  • Bachelor’s Degree in Arts/Sciences (BA/BS)
  • Minimum 8 years of general human resources experience, of which at least 2-3 years should be at a supervisory or similar level.

The Following is/are preferred:

  • Master’s degree in Arts/Sciences (MA/MS) in Business or related degree.
  • HR certification is highly desirable

 

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
