Job Description

The Texas General Land Office is seeking a Natural Resources Specialist III (Coastal Management Program Project Manager) within the Coastal Resources Department of the agency.

Performs highly complex (senior-level) natural resources work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Work involves coordinating projects and activities of the Coastal Management Program (CMP), and developing methods for improved management and technical techniques.

What Your Contributions to the GLO Will be:

· Coordinate and oversee technically complex coastal projects from a variety of funding sources. Coordinate, plan, and evaluate projects using accepted project management methodologies to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications. Compile, prepare and distribute project information, project status reports, and project budget expenditures. Develop coastal natural resource project workplans, budgets, project conditions and schedules. Review proposals, studies, and deliverables. Provide input into development of program performance objectives and monitoring. Identifies potential risks and difficulties and designs strategies to mitigate or avoid them.

· Review documents and data, conduct data analysis, perform risk assessments and prepare reports for natural resource projects. Research, prepare, review, and edit technical papers, permits, publications, and reports. Research, plan and write in response to external grant funding opportunities to implement GLO coastal projects.

· Represent the GLO at workshops, conference and public meetings/hearings. Present on GLO coastal programs and funding opportunities. Develop relationships and work effectively with government, academic, community, business, and non-governmental organization partners. Prepare educational and training materials for coastal programs. Assist with GLO-led coastal events such as conferences, expos or symposiums geared toward promoting habitat restoration and conservation. 

Minimum Qualifications:

· Graduation from an accredited four-year college or university with a degree in environmental science, marine science, natural resource studies, coastal studies, project management, or a related field. 

 

 

Preferred Qualifications:  

· An advanced degree in natural science, environmental science, coastal studies, project management or related field. Two (2) or more years experience working directly on coastal, environmental science, natural resource management, or oceanographical sciences projects. Project management certification and proven ability to manage complex coastal-related projects.

 

 

Physical Requirements:

 

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
