ABOUT THE Division
General description
We are looking to hire an Accountant VII with extensive State of Texas experience in accounting, budgeting, financial reporting, and purchasing to help support the new Texas Education Freedom Accounts (TEFA) program created by Senate Bill 2, 89th Legislative Session, under the direction of the program manager of the ESA division. Work involves performing accounting and financial duties for TEFA. Drafts Requests for Proposals (RFPs) for division services including TEFA program certified educational assistance organization (CEAO), auditing, consulting, and marketing services. Monitors contractors’ compliance with contract terms and deliverables. Produces complex reports for monitoring and reporting agency financial information including for agency’s Legislative Appropriations Request (LAR). Formulates and revises agency policies regarding the use of operating funds for the program. Maintains records of expenditures, funds, appropriations, expenses, gifts and donations, and interest earned. Coordinates and reconciles the transfer of funds to CEAO for participant accounts. Prepares documents for legislative hearings and briefings. Monitors and tracks legislation impactful to the program. Processes invoices and travel vouchers for payment. Assists in responding to open records requests. Conducts annual inventory of TEFA assets and equipment. The ideal candidate will be enthusiastic about contributing to the successful launch of the program, demonstrate policy and program knowledge, and be ready to contribute immediately in a fast-paced environment.
Work Hours
8 a.m. to 5 p.m., Monday through Friday, 40 hours. Weekend and/or late-evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions and as needed. The position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Minimum Qualifications:
• Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, finance, or a related field.
• Eight (8) years of State of Texas accounting, budgeting, and financial reporting experience.
• Five (5) years of experience with USAS and CAPPS.
• Six (6) years of experience working with purchasing methods and procedures.
• Six (6) years of experience using software applications including Microsoft Word and Excel.
• Two (2) years of experience in preparing schedules for the Legislative Appropriations Request (LAR).
Preferred Qualifications:
• Experience with State of Texas audits.
• Experience with legislative activities.
• Experience with RFP development and/or contract development and compliance.
Substitutions:
Every four (4) additional years of full-time work experience in accounting, budgeting and financial reporting may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).

Required:
A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, valid Texas driver’s license (or state of residency driver’s license) and current proof of automobile insurance.
Preferred:
• Certified public accountant.
• Certified contract manager.
In this role you will:
• Performs accounting and financial duties for TEFA. Includes
o Budget preparation and monitoring; financial reporting;
o Leading the development of the Business Plan and Business Continuity Plan; managing processing of invoices and travel vouchers
o Preparation of financial statements and fiscal reports; revenue and expenditure tracking and monitoring; and assistance in responding to open records requests.
o Developing and overseeing TEFA’s financial reporting framework, including preparation of complex fiscal reports, monthly and annual statements, and agency-level financial analyses ensuring compliance with state and federal requirements
o Managing the annual inventory of TEFA equipment and assets
o Designing and implementing accounting systems to improve financial operations.
• Develops methods for the control of cash receipts, deposits and disbursements, the purchase of services, supplies, and equipment, and the documentation of claims for payment.
• Coordinates and oversees work with CEAO(s) to process transfers to participants’ accounts, including reconciliation and document preparation for transfers
• Ensures compliance with complex regulatory requirements.
• Drafts Requests for Proposals (RFPs) for division services including, but not limited to, consulting, CEAO(s), auditing, and marketing services.
• Submits requests to State Auditor’s Office (SAO) to obtain pre-approval to engage auditing services by private entity; reports to SAO as required.
• Assists as necessary in coordination of program audits by SAO.
• Oversees compliance audits by private entity of CEAO(s), participants, and vendors.
• Assists in contract development, and ensures compliance monitoring, and updates to contract management database.
• Produces complex reports for monitoring and reporting program financial information including the agency’s Legislative Appropriations Requests (LAR).
• Monitors legislative activity for bills that would impact the program; reviews and comments on legislation; maintains program legislative activity in Legislative Tracking System; prepares fiscal notes as necessary; prepares documents for legislative hearings and briefings; responds to inquiries from LBB and other state entities as it relates to financial information
• Leads in determining program’s general revenue funding needs, and implementing program legislation.
• Formulates and revises agency policies regarding the use of operating funds for the program.
• Performs other related duties as assigned.
