Job Description

The Texas General Land Office is seeking an ITS Project Manager (Project Manager III) within the Information Technology Services Department of the agency.

The (ITS Project Manager) Performs complex (journey-level) project management work for the Information Technology Services (ITS) department of the Texas General Land Office. Work involves managing assigned projects at various levels of completion, coordinating project planning and initiation activities, monitoring progress and schedules, and communicating with project stakeholders, management, and other relevant parties.

Work involves executing approved project plans and maintaining day-to-day project controls related to applying foundational technical context related to systems, integrations, and operational constraints to support effective planning, communication, and risk identification. This role collaborates with internal teams, vendors, and stakeholders to ensure project tasks and deliverables are completed in accordance with established requirements, timelines, and governance expectations, demonstrating foundational understanding of technical concepts and constraints to communicate effectively with technical and non-technical audiences

Works under general supervision, with moderate latitude for the use of initiative and independent judgment in managing assigned projects. May coordinate the work of project team members, drawing on foundational technical context to support effective collaboration rather than formal supervisory responsibility.

About the Role

The Project Manager plays an important role in supporting the successful delivery of technology projects across the agency. This includes coordinating project activities, tracking progress, and working with cross-functional teams to help ensure projects are completed on time and aligned with agency priorities. The position supports structured project management practices by maintaining documentation, monitoring timelines, and assisting with communication between stakeholders and technical teams.

This role contributes to effective and consistent project delivery by supporting Agile practices, facilitating team coordination, and helping identify and escalate risks or issues. The Project Manager works closely with IT and program staff to support planning, reporting, and day-to-day project activities, helping teams stay organized and focused on delivery goals.

Operating as a collaborative team member, the Project Manager helps promote transparency, accountability, and continuous improvement across projects. The individual in this role demonstrates strong organizational skills, attention to detail, and clear communication to support reliable technology services and successful project outcomes.

What Your Contributions to the GLO Will be:

Project Planning & Execution

Plans, manages, and executes assigned information technology projects. Develops and maintains project plans, schedules, milestones, task lists, and deliverables to support timely and successful project completion within technical and operational constraints.

Project Communication & Coordination

Facilitates project communication among team members, stakeholders, management, and vendors. Coordinates and leads project meetings and prepares and distributes project status updates, meeting summaries, and related project documentation.

Schedule, Cost & Quality Control

Monitors project progress, schedules, costs, and quality to ensure deliverables meet approved requirements and performance expectations. Identifies variances and works with project stakeholders to support corrective actions.

Risk, Issue & Dependency Management

Identifies, analyzes, and manages project risks, issues, and dependencies. Escalates delivery risks and variances through established governance channels and partners with stakeholders to implement effective mitigation strategies.

Cross-Organizational & External Coordination

Coordinates project activities across internal teams and, as required, with other state agencies, governmental entities, vendors, and external partners. Ensures alignment of deliverables, expectations, and approvals to support successful project execution.

Governance, Compliance, & Documentation

Maintains project records, artifacts, and documentation in accordance with agency policies, governance standards, and audit requirements. Supports reporting needs for oversight, quality assurance, and compliance activities.

 

Minimum Qualifications: 

Graduation from an accredited four-year college or university with major coursework in business, computer science, information technology, or a related field.

Location Requirements: This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided. 

 

Preferred Qualifications:

• Experience supporting cross-functional Information Technology projects, working with multiple teams to help coordinate activities and contribute to successful delivery.
• Experience assisting in Agile environments, with exposure to project coordination and Scrum practices.
• Experience contributing to application development, system enhancements, or cloud-based technology efforts.
• Experience supporting Agile practices and team performance improvements through tracking progress, using basic metrics, and participating in continuous improvement efforts.

Knowledge, Skills and Abilities:  

Knowledge of:

• Basic Agile principles and frameworks, including Scrum and iterative delivery approaches used in technical environments.
• Fundamental concepts of the technical delivery lifecycle, including backlog tracking, sprint activities, and release processes.
• Work management and collaboration tools such as Azure DevOps and Microsoft 365 used for task tracking, documentation, and communication.
• General understanding of IT governance, security, and compliance requirements, especially in public-sector or regulated environments.
• Change management concepts and the importance of stakeholder engagement in supporting technology adoption.

Skill in:

• Supporting Agile ceremonies such as sprint planning, daily stand-ups, backlog refinement, reviews, and retrospectives.
• Assisting with documenting requirements, user stories, and basic project plans to support team delivery.
• Tracking project progress using simple metrics (e.g., task completion, sprint progress) to help monitor performance.
• Coordinating with team members and stakeholders to support task completion and help resolve minor issues or blockers.
• Communicating clearly with team members and stakeholders by providing regular updates and maintaining project documentation.

Ability to:

• Support technical projects and Agile teams while maintaining alignment with team goals and organizational priorities.
• Manage assigned tasks across multiple efforts with guidance, using effective organization and time management.
• Identify and escalate risks, issues, and changes to support timely resolution.
• Contribute to a collaborative team environment by promoting accountability, transparency, and continuous learning.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
