Establish cost and schedule estimating/control structures; monitor performance, report variances, and drive corrective actions.
Secure required approvals, licenses, permits, and regulatory/agency clearances.
Coordinate design/specification clarifications and manage required changes through the approved change process.
Lead procurement and contracting activities (specs, bid packages, tender evaluation, purchasing recommendations) and stakeholder coordination pre/post award.
