This is a contracted, temporary 6-month position, with an option to extend based on performance and program needs.

About the Role:

The Brand & Economic Development Marketing Lead will serve as the senior strategic contractor responsible for developing and executing a comprehensive, data-driven marketing strategy to position the Commonwealth as a premier destination for business growth, investment, and workforce development (excluding tourism).

This individual will own and oversee all aspects of economic development marketing, including brand strategy, integrated campaign development, multi-channel deployment, and performance measurement. The role requires close collaboration with state agencies, quasi-public entities, and external partners to ensure alignment, consistency, and measurable impact.

Key responsibilities include:

  • Lead the development and implementation of a unified economic development brand strategy 
  • Design and execute integrated, multi-channel marketing campaigns targeting priority industries, businesses, and talent 
  • Oversee digital, media, content, and communications strategies to maximize reach and engagement 
  • Establish clear KPIs and performance metrics; track, analyze, and optimize marketing effectiveness and ROI 
  • Manage external vendors and marketing partners to ensure high-quality execution 
  • Provide regular reporting, insights, and strategic recommendations 
  • Ensure brand consistency and governance across all economic development initiatives 

Preferred Knowledge, Skills, and Abilities:

  • 12–15+ years of senior marketing leadership experience (e.g., Senior Director, VP, or equivalent) 
  • Proven track record leading large-scale, integrated marketing and brand initiatives with measurable outcomes 
  • Experience in economic development, B2B marketing, place-based marketing, or similarly complex sectors 
  • Strong expertise in brand strategy, digital marketing, campaign management, and performance analytics 
  • Experience working in or with government, public-private partnerships, or multi-stakeholder environments 
  • Demonstrated success managing agencies, vendors, and cross-functional teams 
  • Strong analytical, strategic thinking, and decision-making skills 
  • Excellent communication and executive presence 
  • Familiarity with key economic sectors (e.g., life sciences, climate tech, advanced manufacturing, AI) preferred
