Position Overview and Responsibilities: Oversees the Division’s budget and operations, including spend plans, legislative budget requests, and purchasing and contract management duties. Drives enterprise procurement policy through rulemaking, guidance, and partnership with legislative stakeholders. Supports vendor compliance with applicable rule and statute. Leads development and deployment of instructional materials and communications related to procurement and contract management. Acts as the executive sponsor to two enterprise information technology solutions: MyFloridaMarketPlace (MFMP) and the State Travel Management System (STMS). Supports and ensures alignment of the Division’s strategic goals with long range program plans. Acts as a leader to colleagues within the Division of State Purchasing and the Department of Management Services. Knowledge, Skills, and Abilities: 6 years of progressively responsible experience in the business, accounting, or statistical field. Experience in mining and analyzing data for decision-making and reporting purposes. Experience with the State of Florida budget process, including the compilation of agency legislative budget requests. Experience with state procurement law and processes and the ability to apply this knowledge in support of procurement practice.  Specific experience with MyFloridaMarketPlace is a plus. Previous experience establishing organizational goals and performance metrics aligned to those goals. Experience establishing an environment of financial and service accountability. Experience managing vendor relationships and holding vendors accountable. Experience developing, reviewing or delivering curriculum for enterprise programs. Demonstrated ability to motivate individuals and teams to perform at a high level and to embrace change. Management experience, providing employee and peer feedback designed to hold the organization accountable. Integrity, Communication, Respect, Excellence, Accountability, Teamwork, Empowerment. This position requires repetitive motion and sedentary work. Minimum Qualifications: 6 years of progressively responsible experience in the business, accounting, or statistical field while leading multidisciplinary teams.
