Technical/Program Manager (TPM)
Place of Performance: Contractor facility / remote (COR approval required)
Role Summary: Provides overarching program management and technical project management support to the Program Office, serving as the primary contractor interface with the COR and FAA stakeholders.
Critical Job Functions:
- Serve as primary point of contact to the COR; participate in Government-led team and lead TO Kick-off meeting coordination and minutes delivery within 2 days
- Develop, maintain, and submit the Project Management Plan (PMP) within 5 days of TO start; resubmit upon any change resulting in >10 business day schedule impact
- Prepare and deliver Monthly Status Reports (MSRs) by the 10th of each month, including hours by task/LCAT/personnel, CLIN financial burn status, projected 75% and exhaustion dates, risk register updates, after-hours support summary, and On-Call schedule
- Develop and maintain the Quality Control Plan (QCP) aligned to the Government's QASP; update upon TO changes or COR direction
- Plan and execute a 60-business-day Transition-In period including WBS, staffing schedule, security clearance tracking, and QCP updates; manage 60-calendar-day Transition-Out including full documentation turnover and Closeout meeting
- Conduct feasibility studies and create program documentation; prepare and distribute quarterly Program Management Review (PMR) materials 5 days prior to each PMR
- Prepare briefing/meeting materials, attendance lists, meeting minutes within 3 days of each event; coordinate product demos and technical interchanges
- Monitor project resources, cost, schedule, scope, and performance across all tasks; track and resolve issues in the FAA-provided ticket tracking system
- Engineer, validate, and design activities to support development accuracy and compliance with project requirements
