JOB DESCRIPTION SUMMARY

This position runs the day-to-day operations of the Tribal Planning Division. This person supervises five (5) technical and administrative staff members. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned)

  • Plans, organizes, controls, integrates, and evaluates the work of the Tribal Planning Division
  • Oversees Building and Safety permitting and inspection activities
  • Oversees the activities of the Agua Caliente Water Authority
  • Oversees Code Enforcement activities, including Administrative Citations
  • Oversees Tribal Transportation Program infrastructure projects including coordinating with local public works departments and utilities and retaining project engineers as needed. 
  • Administers the Tribal Environmental Policy Act and NEPA regulations including preparation of environmental documents for Tribal projects.
  • Consults with and advises developers, contractors, members of the general public, various organizations and agencies, elected officials and attorneys on planning related issues and legal matters relating to planning functions. 
  • Ensures the timely preparation of complete and accurate staff work for presentation to Indian Planning Commission and Tribal Council
  • Performs research and analysis for presentations on special projects and community/Tribal issues
  • Directs the development of and monitors performance against the annual department budget

 

SUPERVISORY RESPONSIBILITIES

  • Establishes policies and procedures for the Division.
  • Assigns and allocates workload as appropriate.
  • Plans, organizes, directs, and evaluates the performance of Division staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.
  • Recruits, hires & terminates team members, as necessary.
  • Reviews and approves all payment requests

EDUCATION and/or EXPERIENCE

  • Graduation from a four-year college is required, preferably with a professional degree in Urban Planning, Architecture, Landscape Architecture, Engineering or related field
  • Possession of a Master’s Degree and/or AICP Certification is desirable but not required.
  • Minimum of 5 years progressively responsible experience in positions providing exposure to planning, building, engineering and related activities.

 

WORKING CONDITIONS/PHYSICAL DEMANDS

To perform this job successfully, the individual must be able to stand, move and work throughout the office area and properties, including walking up to 1 ½ mile, climbing stairs and sitting at a desk/work station for the duration of the shift. 

 

Typically the individual will be housed in an office environment but may occasionally be exposed to outside weather conditions. The noise level in the work environment is usually moderate. To perform this job successfully the individual must be able to sit, stand, walk, and use hands to type, reach, talk and hear lift a minimum of 25 pounds. Also, may be subjected to a smoke filled environment.
