Job Description
GENERAL SUMMARY:
Under the direction of the Director of Housing and Care Coordination, the Associate Director of the Coordinated Access System is responsible for supervising and monitoring the CAS team and operations. The Associate Director of CAS will assist the Executive Director of Community Link and the Director of Housing and Care Coordination in system design for projects serving those experiencing or at high risk of homelessness. The Associate Director of CAS will also build working relationships with critical provider partners to improve care links and client advocacy efforts and to ensure that program standards are maintained.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Provides day-to-day management of the Housing & Care Coordination Department with a specific focus on client assessments and the shelter matching process.
- Assists the Director of Housing and Care Coordination in the design, implementation and evaluation of the Coordinated Access System.
- Assists the Director of Housing and Care Coordination on CAS systems and infrastructure integration across the 2-1-1 operations.
- Provides training, coaching, and guidance to the CAS team, including Specialists and Supervisors, to ensure that clients’ health, human, and social service needs are being addressed.
- Builds positive and appropriate rapport with the CAS Specialists, community stakeholders and CAS clients.
- Assists in the management and evaluation of the CAS system with an emphasis on client matching and HMIS data integrity.
- Provides support to the CAS shelter matching process and serves as a liaison between partner agencies and clients.
- Observes and applies internal policies related to agency operations and employee conduct.
- Enters, maintains, and analyzes client information within department mandated Client Relationship Management (CRM) systems, including but not limited to the Homeless Management Information System (HMIS) and iCarol.
- Adheres to all county, state and federal standards and contractual requirements for client confidentiality including but not limited to standards set by The California Department of Aging: Information Security and CalFresh Privacy and Security standards.
Learning & Development:
- Participates in ongoing professional development on topics like Housing Problem Solving, Person Centered Care, Motivational Interviewing, Housing First Model, and the Social Determinants of Health.
- Serves as the lead for onboarding new CAS staff members and provide ongoing training regarding program standards.
- Develops and maintains working knowledge of health and human services network to help clients address barriers by collaborating with partner agencies and engaging in Coordinated Access System meetings.
- Advises staff on issues arising from callers and community stakeholders in a timely manner and/or assist and counsel staff regarding the handling of difficult or unusual calls and requests.
Operations:
- Maintains related administrative record keeping and reporting systems as required by contracts.
- Works with departmental leadership to oversee processes to field client grievances and facilitate escalation of client issues.
Other Duties/Responsibilities:
- Adheres to all county, state, and federal standards and contractual requirements for client confidentiality including but not limited to standards set by The California Department of Aging: Information Security and CalFresh Privacy and Security standards.
- Ability to be responsive and available for shifts for as much as 12 hours in length during declared emergencies to perform duties as directed by the Emergency Manager.
- Ensures compliance with all GISVNN policies, CARF standards, and safety and security regulations.
- Performs other duties as assigned.
QUALIFICATIONS:
- Associate's degree or higher in Social Work, Human Development, Sociology, Psychology or related field from accredited university or college.
- OR
- 2+ years direct client services experience in a community-based health, social service, information and referral or non-profit setting.
- Ability to communicate effectively with diverse and multi-cultural individuals while being non-judgmental and respectful.
- Ability to work effectively and collaboratively in a team environment.
- Effective written and verbal communication skills.
- Proficiency in Microsoft Office Suite.
- Must not present a direct threat to the safety and health of self, others or property.
- No record or disclosure of criminal conviction that indicates a tendency toward theft, violence, dishonesty, deceit, drug manufacture or sale, moral turpitude, or predatory behavior.
- Must provide proof of identification and eligibility to work in the United States of America.
- May be required to pass a drug and background screening.

POSITION INFORMATION:
This is a full-time, exempt position eligible for Medical, Dental, Vision, Life Insurance; 403(b) retirement plan; Flex-Time Off. This position is employed by Goodwill Industries® of Sacramento Valley and Northern Nevada, Inc. through Community Link.
