About the Chief Digital and Artificial Intelligence Office
The Chief Data and Artificial Intelligence Office (CDAO) mission is to accelerate the adoption of data, analytics, and artificial intelligence (AI) across the Department of War (DoW). The CDAO works across the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of War (OSW), and other DoW Components to design, develop, field, and scale technologies, capabilities, strategies, policies, and other guidance related to data, analytics, and AI in support of DoW's warfighting and business functions, including responding to crises and emerging challenges with state-of-the-art digital solutions.
The CDAO has three broad goals of enabling, speeding, and scaling adoption of AI in the DoW. Rapid and scalable adoption of AI is a critical capability for DoW support in national security, and the CDAO executes that strategy. The CDAO’s role in advancing Joint All-Domain Command and Control (JADC2) will enable the DoW’s other objectives by informing future investments into data integration, mission command applications, and infrastructure, ensuring the adoption of AI at scale throughout the department.
The incumbent serves as a Program Manager within the Maven Smart Systems Program Office, responsible for overseeing assigned projects from concept through fielding. As a senior manager, you will provide strategic guidance for CJADC2 efforts and facilitate collaboration across the DoW to ensure capability development directly aligns with broader national security initiatives, integration, and fielding mission command applications.
This role involves working closely with internal stakeholders, contract project managers, and CDAO/CJADC2 leadership to manage product roadmaps, recommend acquisition strategies, and lead project teams in a matrix-operating environment.

This position is covered by the Department of War (DoW) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The position is located in Washington, DC and is open to federal civilians currently working at the CDAO. The pay plan and broadband level for this role is NH-0800/1500-04, which is equivalent to the GS-14/15 grade level.
What you'll do here:
- Oversee the management, control, coordination, and execution of assigned projects.
- Provide strategic guidance and leadership for Joint All-Domain Command and Control (JADC2) efforts, including experimentation, data integration, and mission command applications.
- Offer program management and advisory support to the CDAO and CJADC2 leadership.
- Develop and manage the product roadmap, lead contract project managers, and integrate requirements from various stakeholders.
- Coordinate the work of internal stakeholders in a matrix-operating environment and provide recommendations on acquisition strategies.
- Manage project budgets, report on status to senior officials, and lead the change management process for the project team.
- Project future resource requirements and participate in joint service program reviews.
Qualifications
- Mastery of management concepts, principles, and practices related to product management, from concept and exploration through development, production, and fielding.
- Expert knowledge of Integrated Product Team (IPT) management principles.
- Broad knowledge of risk management, schedule management, scope management, and budget management.
- Mastery of applying emerging technologies, project management principles, and developing plans, schedules, and resource estimates.
