
Executive Director, Operational Planning and Student Assignment
Job Description
Summary
Directs the collection, analysis and use of demographical and/or planning data to inform decisions regarding operational budgeting, placement of students, redistricting, capital improvement planning, and private school data; Serves as District liaison to municipal and county governments regarding issues central to its capital program and other relevant matters; Manages intra-district transfers and enrollment protocols
Essential Duties
- Provides data and analysis to support operational and capital program planning
- Manages the planning information and geographic information systems for projecting student enrollments and the space needs of students
- Serves on various committees and provides data support for decisions regarding allocation of school operational resources and identifying, targeting, and prioritizing short- and long-range capital improvement needs
- Builds data systems to track information relevant to student enrollment projections including zoning changes, planned residential development, migration patterns and private school enrollment; Maintains effective working relationships with city and county planning departments to facilitate sharing of such information
- Develops formulas to project short and long-term enrollment within the Fulton County School System, individual geographic clusters, and individual schools
- Develops and maintains processes for analyzing classroom needs based upon budgeting formulas and instructional requirements; Works with Operations, Facility Services, Curriculum, and Instruction to identify short-term temporary classroom needs
- Works with community groups to revise school boundaries as warranted due to construction of new schools, overcrowding, shifts in enrollment, or other factors; Provides timely and accurate data to such groups; Supports the Zone Superintendent in managing the decision-making process of these groups
- Enhances the use of software and computer applications for planning functions by remaining aware of latest developments in the field, evaluating their utility and implementing them where appropriate
- Assists school principals, central office staff, and where appropriate, external researchers, in examining trends in student data for purposes of school-based planning, departmental planning, program evaluation and academic research
- Presents data on student enrollment projections, boundary changes, and analysis of other operational needs as requested to the administration, school board, individual schools, parent, and community members
- Supervises and coordinates student assignment across attendance zone lines
- Manages District transfers based on Board policy and state open enrollment laws
- Provides attendance zone and general enrollment information to parents, interested public and staff regarding the appropriate school(s) for attendance
- Interprets and explains the policies, program and philosophy of the system to staff, parents, students and the community-at-large involving enrollment protocols
- Maintains street and address mapping of the school district for student attendance assignments and planning
- Prepares annual state report on enrollment of district students in private schools
- Assists with redistricting community meetings to determine future attendance boundaries
- Performs other duties as assigned by the appropriate administrator
Required Education
Certification/Licensure
Experience Qualifications
Minimum 5 years of supervisory and/or administrative experience with at least 3 years of experience working in a school environment conducting related planning activities required
Knowledge/Skills/Abilities
- Must have knowledge of current research and statistical methods, design and application of geographic information systems
- Familiarity with city and county planning procedures
- Proven experience integrating data from multiple databases, managing and using geographic information systems to develop future plans and/or support decisions
- Demonstrated ability to perform statistical forecasts to support decisions in an applied setting
- Working knowledge of Microsoft Office products including Excel Word, and PowerPoint
- Strong decision-making ability, budget experience, proven performance and resource management skills
- Ability to effectively lead, organize, and direct the work of others
- Demonstrated ability to design and implement short and long range objectives
- Ability to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environment
- Strong analytical and problem-solving skills
- Excellent communication skills both written and verbal
