Job Description

The City of Madison Parking Division is seeking an experienced Construction Project Manager to lead capital improvement projects, facility renovations, major maintenance initiatives, and technology upgrades across our parking system. This position manages projects from planning through construction, working with vendors, contractors, City agencies, and operational staff to deliver safe, efficient, and high-quality facilities while minimizing impacts to daily operations. The position exercises considerable independent judgment and reports to the Parking Operations Manager.

Project Planning, Management, and Delivery

  • Lead the planning, development, coordination, and implementation of parking facility, operational, and system improvement projects.
  • Develop project scopes, schedules, budgets, implementation plans, and performance measures.
  • Manage multiple concurrent projects and establish priorities based on operational and facility needs.
  • Identify project risks, operational impacts, and resource constraints and implement mitigation strategies.
  • Prepare project updates, reports, and recommendations for leadership.
  • Review consultant studies, plans, specifications, recommendations, and technical documents for accuracy, feasibility, and operational compatibility.

Capital Projects and Facilities Coordination

  • Coordinate capital improvement projects, facility renovations, and major maintenance initiatives for parking garages, lots, and associated infrastructure.
  • Develop and review engineering plans, technical specifications, cost estimates, project schedules, and construction documents.
  • Organize and lead project teams, consultants, contractors, vendors, and impacted parties through project implementation and completion.
  • Monitor construction and facility improvement projects to ensure compliance with project requirements, schedules, safety standards, operational needs, and budget constraints.
  • Coordinate project activities and schedules with Engineering, Traffic Engineering, utilities, developers, contractors, and other City agencies.
  • Assist in preparing capital budget requests, project justifications, cost projections, and funding recommendations.

Procurement and Contract Administration

  • Develop scopes of work, bid specifications, requests for proposals, and technical contract documents for projects and professional services.
  • Assist in the evaluation, selection, and recommendation of contractors, consultants, vendors, and service providers.
  • Manage project contracts, covering change orders, invoices, deliverables, schedules, compliance documents, and project closeout tasks.
  • Track contractor and consultant performance to guarantee adherence to contractual obligations, quality benchmarks, deadlines, and safety protocols.
  • Assist with project budgeting, cost analysis, financial tracking, and capital expenditure reporting.

Maintenance and Asset Management

  • Assist in developing and implementing preventive and corrective maintenance programs for parking facilities, infrastructure, and operational equipment.
  • Conduct facility assessments, inspections, and condition evaluations to identify repair, replacement, maintenance, and safety priorities.
  • Coordinate maintenance-related projects and operational continuity during facility repairs, upgrades, and emergency response activities.
  • Maintain and analyze facility condition, maintenance, and replacement data to support capital forecasting and investment planning.
  • Assist in identifying future infrastructure needs, deferred maintenance priorities, and operational reinvestment strategies.

Construction Oversight and Operational Coordination

  • Coordinate and monitor contractor activities, construction operations, and field work associated with facility and infrastructure projects.
  • Ensure work is completed in accordance with approved plans, specifications, safety standards, operational requirements, and project schedules.
  • Identify and resolve field issues, operational conflicts, and construction-related concerns through coordination with contractors, consultants, and City staff.
  • Coordinate closely with Operations staff to manage operational impacts, customer access, facility closures, and service continuity during construction activities.
  • Communicate project timelines, operational impacts, service disruptions, and project updates to leadership, staff, and impacted parties.

Perform other duties as assigned.

Four (4) years of experience in applying the following:

  • Principles, theories, and practices of construction management and administration work, particularly as they relate to the coordination of building construction and remodeling projects;
  • Methods and techniques associated with the construction and management of public works facilities projects;
  • Computer software applicable to the duties of the position including construction management software (e.g. Procore, Autodesk Construction Cloud) and Microsoft Office software (e.g. Word, Excel, Powerpoint, Outlook); AND
  • Familiarity with procedural aspects of public sector contracting and capital budgeting processes.

  • Five (5) years of responsible, professional experience in the management and administration of construction and facilities projects; AND

  • Associate's degree in Civil Engineering Technology, Architectural Technology, or a closely related field.

-OR-

  • Three (3) years of responsible, professional experience in the management and administration of construction and facilities projects; AND
  • Bachelor's degree in Construction Management, Architecture, Engineering, or a closely related field.

Other equivalent combinations of experience, training, and education that demonstrate possession of the knowledge, skills, and abilities required to perform the duties and responsibilities of this position will also be considered.

  • Possession of a valid driver’s license in order to travel throughout the City to oversee and inspect construction, maintenance, and operational projects at multiple locations.
  • This position may require attendance at meetings, project activities, emergency responses, or operational events outside of normal business hours.

Physical Requirements:
  • Ability to frequently walk over uneven surfaces, climb stairs, navigate parking structures and active construction sites, bend, squat, climb ladders, and stand or walk for extended periods of time. 
  • Ability to work in varying indoor and outdoor weather conditions and tolerate exposure to construction-related noise, dust, pollen, traffic, maintenance equipment, and active operational environments.
  • Ability to occasionally lift and carry building plans, specifications, project documents, and related materials weighing up to 20 pounds.
