The HR Talent Partner (HR Generalist) serves as a trusted advisor to colleges and departments, this position delivers both consultative and transactional HR support across the full employee lifecycle—helping to recruit, develop, engage, and retain a diverse and high-performing workforce. Through close partnership with leaders, the HR Talent Partner supports key institutional priorities by fostering an inclusive, people-centered culture that empowers employees to thrive, strengthens organizational effectiveness, and advances the university’s vision of being a catalyst for innovation and regional growth.
In this dynamic role, the HR Talent Partner coordinates day-to-day HR functions including employee relations, performance management, recruitment, onboarding/offboarding, FMLA administration, learning and development, and employee engagement, while ensuring compliance with policies and regulations. The position also provides guidance, resolves workplace concerns, facilitates training, contributes to policy development, and represents Human Resources across the institution—while also leading programs aligned with individual expertise. Key Job Responsibilities:
- Receives, responds to, and resolves employee questions and problems
- Independently facilitate institution-wide programs in specialty areas based upon skills, interest, and expertise.
- Represents unit/program at institutional workshops, informational meetings, and training sessions
- Provides advice and consultation, performs transactional activities, maintains personnel files, develops communications and materials, and facilitates training for assigned group(s) through various mediums for HR activities across the entire employee career lifecycle.
- Contributes to the development, implementation, interpretation, and revision of work unit Human Resources policies and procedures according to institutional and legal rules and regulations
- Executes and audits work transactions and changes adhering to established policies and procedures to meet anticipated deadlines

Compensation:
Minimum compensation of $53,125.
This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
Required Qualifications:
- Bachelor's degree in a related field OR equivalent combination of education and experience at time of application
- Experience in human resources or related field
- Working knowledge of desktop hardware and business software programs (e.g. MS Word, MS Excel, MS Outlook, MS PowerPoint)
- Experience utilizing a Human Resources Information System (e.g. PeopleSoft, Workday, etc.)
- Public speaking and/or training experience
- Demonstrated ability to deliver exceptional customer service with a proven ability to build, maintain, and strengthen professional relationships.
Preferred Qualifications:
- Experience in higher education or similar work environment
- Bilingual, preferably in Spanish, Hmong, Somali, or Oneida
- Experience using sound judgment and discretion in applying and interpreting laws, rules, policies and/or procedures
- Demonstrated ability and willingness to maintain confidentiality and high standards of ethics and fairness in the execution of position responsibilities.
- Demonstrated experience in supporting organizational efforts to create and nurture an engaging and welcoming work community
- Knowledge of conflict resolution strategies, including experience coaching, guiding, and/or advising supervisors and employees
- Experience with change management, business process review, and/or new system implementation.
- Experience leveraging artificial intelligence (AI) tools and technologies to enhance decision-making, streamline processes, and drive business outcomes.
Conditions of Appointment:
Some travel required for necessary meetings, workshops, conferences, etc.
This position may have the option to work on-campus or a hybrid schedule, subject to approved telecommuting request.
The home campus of this position is Green Bay and the successful candidate may occasionally be required to travel to or work at the Marinette, Sheboygan or Manitowoc Campus, based on operational needs.
Position is a full-time Academic Staff appointment. A pre-employment education check which includes, but is not limited to, the verification of academic credentials will be conducted on the finalist(s). A criminal conviction investigation will be conducted on the finalist(s) and if there is prior work history within the last 7 years with Universities of Wisconsin, a personnel file review check for employee misconduct. The Universities of Wisconsin provides an excellent benefits package to meet the diverse needs of its employees. For benefits eligible positions, this includes several health insurance options, with annual deductibles as low as $250/individual and $500/family. Our benefits package also includes dental, vision, several life insurance options, AD&D and Accident insurance and Flexible Spending and Health Savings Accounts. We participate in the Wisconsin Retirement System (WRS), where employer contributions begin immediately, and employees are fully vested after 5 years of service. The Universities of Wisconsin also provides supplemental retirement savings programs including a 403(b) and Deferred Compensation.
In addition, eligible employees receive several types of paid leave benefits, which are prorated for employees working less than 100%. This includes 9 legal holidays, 36 hours of personal holiday and between 96-130 hours of sick leave annually and paid parental leave. Eligible employees earn 13-27 days of vacation each year, depending on years of service and employment type.

Employee Misconduct
