Job Description:

  • Position Summary

    The Contract Manager will be responsible for the administration, management, and oversight of all contractual and commercial aspects for a major Flood Risk Control project in San Juan, Puerto Rico, delivered for the United States Army Corps of Engineers (USACE). The project includes deepening and widening an existing river channel and constructing two riverbank retaining systems composed of tangent drilled shafts reaching depths of approximately 100 feet.

    This role ensures that all contractual matters are managed in full compliance with the contract requirements, USACE regulations, and applicable federal standards, while protecting the company’s commercial interests. The Contract Manager will lead contract administration processes, manage change orders and claims, and act as a key interface between project teams, subcontractors, and the Client.

    Key Responsibilities

  • Lead all contract administration activities from project award through closeout, ensuring compliance with USACE and contractual requirements.
  • Review, interpret, and manage contract documents, including specifications, drawings, general conditions, and amendments.
  • Manage and administer change orders, variations, and claims, ensuring proper documentation, entitlement, and timely submission.
  • Identify, evaluate, and mitigate contractual and commercial risks throughout the project lifecycle.
  • Prepare and manage contractual correspondence, including notices, responses, and formal communications with the Client (USACE).
  • Support the Project Director and Construction Manager in commercial strategy and contract compliance.
  • Coordinate with Project Controls to assess cost impacts, delays, and schedule-related claims.
  • Oversee subcontract administration, including negotiation, compliance, flow-down requirements, and performance monitoring.
  • Support dispute resolution processes, including the preparation of claims, defenses, and supporting documentation.
  • Participate in coordination meetings with USACE representatives, legal advisors, and internal stakeholders.
  • Collaborate closely with Construction, Engineering, Safety, Quality, Environmental, and Finance teams to ensure alignment between field execution and contract requirements.
  • Contribute to monthly reporting, including commercial status, risks, claims, and forecasted impacts.
  • Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, Law, or related field.
  • Minimum 8–12 years of experience in contract management on heavy civil or infrastructure construction projects.
  • Proven experience managing complex contracts, claims, and change orders on large-scale projects.
  • Strong knowledge of USACE contracts, FAR (Federal Acquisition Regulation), or similar federal frameworks is highly preferred.
  • Solid understanding of construction sequencing, cost control, and schedule impacts.
  • Experience managing subcontracts and supplier agreements.
  • Excellent communication skills with clients, subcontractors, and internal stakeholders.
  • Experience working on USACE and/or NAVFAC projects is highly valued.
  • High level of English (written and spoken) required.
