Construction Observer Special Consultant – Harlingen, TX/South Texas
Hanson Professional Services Inc. is seeking a part-time Construction Observer to support infrastructure projects in the Harlingen, TX and Rio Grande Valley area. Hanson is a dynamic, employee-owned consulting firm of more than 400 employees providing a full range of multi-disciplined engineering, scientific, and allied services throughout the United States.
As a Construction Observer, you will be part of a collaborative and experienced team responsible for monitoring construction activities and supporting successful project delivery in accordance with plans, specifications, and contract requirements. This position offers the opportunity to work on a variety of infrastructure projects, including roadways, utilities, and related facilities, while contributing to the successful execution of Hanson’s construction services.
This is a part-time position (estimated 15–30 hours per week) with the potential for expanded opportunities based on project needs and performance.

Essential Job Functions/Responsibilities
- Represent the owner in monitoring construction activities, often overseeing multiple work operations simultaneously
- Interpret construction plans, specifications, and contract documents
- Prepare daily field reports documenting contractor activities, labor, equipment usage, quantities installed, and site conditions
- Collect field measurements and data to support pay quantities, quality assurance, and compliance documentation
- Maintain accurate and organized field records, including notes and supporting documentation
- Communicate with clients, contractors, project managers, and other stakeholders regarding project progress and field issues
- Identify, document, and notify contractors of non-compliant work
- Recommend payment approval of completed work in general accordance with contract requirements
- Review and coordinate the work of subconsultants, as applicable
- Assist with project coordination and resolution of field-related issues
- Promote awareness of jobsite safety practices for workers and the traveling public
- Perform other duties as assigned

Education/Experience
Minimum Qualifications:
- High school diploma or equivalent required
- Ability to read and interpret construction plans and specifications
- Ability to work independently with minimal supervision
Preferred Qualifications:
- Associate degree in civil engineering technology or related field, or coursework in civil engineering or pre-engineering
- 2–5 years of construction observation and/or contract administration experience
- Experience with infrastructure projects such as roadways, bridges, or utilities
- Familiarity with field documentation, QA/QC processes, and pay quantity tracking
Working at Hanson
- Must have a valid driver’s license
- Ability to work outdoors in varying weather conditions and active construction environments
- Ability to walk, stand, and navigate job sites for extended periods
- Ability to lift up to 50 pounds
- Ability to operate a motor vehicle as needed for project assignments
Salary Information
This position is classified at the Technician level, with compensation commensurate with experience and qualifications.
- Salary range: $31 - $45 per hour
