Job Description
Koniag Technology Solutions, a Koniag Government Services company, is seeking an experienced COBOL Developer to support the USDA's MRP-ITD Laboratory and Scientific IT Directorate, Cotton and Tobacco Branch. This is a remote position.

In this role, you will provide operations and maintenance (O&M) support for the Cotton and Tobacco Electronic Records System (CERS) and serve as the technical lead for the HP NonStop Integrity environment. You will be responsible for the design, development, implementation, and maintenance of mission-critical applications that sustain uninterrupted operations across the Cotton Classing Program. This is a Key Personnel position.
Principal responsibilities will include but are not limited to:
Collaborate with leadership to develop short- and long-range IT strategies, recommending system enhancements and process improvements.
Gather and analyze customer requirements to build comprehensive IT development and delivery plans.
Lead all HP NonStop programming efforts, including COBOL85, SCOBOL, TAL, and NonStop SQL database design.
Administer system installations, manage security, provide technical support, and oversee storage solutions across 10 geographic locations.
Prepare, test, and implement programs; evaluate results; and apply corrective actions as needed.
Train and mentor ITD staff and end-users to improve system literacy and support smooth deployments.
Answer helpdesk questions related to CERS and provide timely end-user support.
Rapidly diagnose and resolve bugs and defects in core production applications to maintain CERS availability.
Perform daily system checks, audits, and backups.
Implement urgent changes in response to regulatory or operational shifts.
Ensure compatibility with evolving Agency IT standards and third-party integrations.
Coordinate with diverse stakeholders—including domestic gins, mills, merchants, and federal agencies—to deliver reliable, on-time services. designs, including detailed data flows and data schemas.
Education and Experience:
Required:
Bachelor’s degree in Computer Science, Computer Information Systems, or related field from an accredited college or university.
3 years COBOL Development experience.
Required Skills and Competencies:
Candidates must have a minimum of 3 years of experience in the following areas:
HPE NonStop Platform technologies and environment management
COBOL programming, cotton production system automation, and legacy system integration
HPE NonStop SQLCI database management and reporting tools
Strong communication and stakeholder management skills
Ability to translate complex technical solutions into clear business outcomes
Strong problem-solving skills with high attention to detail
Desired Skills and Competencies:
Experience working in a federal government IT environment.
Cotton and Tobacco production processes and workflows
USDA or agricultural regulatory compliance frameworks
