What you’ll do
-
Develop, maintain, and implement a comprehensive Quality Control Plan (QCP) tailored to telecom/utility construction, including three-phase QC processes (preparatory, initial, and follow-up inspections).

Conduct regular field inspections, audits, and surveillance of ongoing construction activities (trenching, directional boring, pole line construction, fiber placement/splicing, conduit installation, restoration) to verify compliance with client standards, drawings, specifications, and codes.

Serve as the primary point of contact for quality-related matters with clients (AT&T, Crown Castle, SCE, Lumen, Verizon), including participation in project meetings, submission of QC reports, and resolution of non-conformance issues.

Identify, document, and track quality deficiencies or non-compliance; lead root cause analysis and implementation of corrective/preventive actions to prevent recurrence.

Manage and train QC inspectors, field supervisors, and crews on quality standards, inspection techniques, documentation requirements, and client-specific expectations.

Ensure proper material testing, submittal reviews, and acceptance of workmanship (e.g., fiber optic testing with OTDR, splice loss verification, backfill/compaction testing).

Oversee documentation and record-keeping, including daily QC reports, inspection logs, as-builts, test results, and punch lists for handover and closeout.

Drive continuous improvement by analyzing quality metrics (KPI's such as defect rates, rework costs, inspection pass rates) and recommending process enhancements.

Collaborate with project managers, superintendents, safety teams, and subcontractors to integrate quality into planning, scheduling, and execution.

Maintain up-to-date knowledge of evolving client requirements, industry standards, and regulatory changes affecting telecom/utility construction.

Lead and manage a team of Quality Control Inspectors to ensure we have boots on the ground to support, train, and inspect our front line employees.
What you’ll need
-
Minimum 7–10 years of progressive experience in quality control/assurance within telecommunications infrastructure construction, utility construction, or civil engineering — with at least 5 years in a supervisory or managerial role.

Proven experience working on projects for major carriers/utilities such as AT&T, Verizon, Crown Castle, Lumen, and/or Southern California Edison.

Strong knowledge of outside plant (OSP) fiber optic construction practices, including underground/aerial installation, splicing, testing, conduit systems, pole attachments, and restoration.

Familiarity with relevant standards and codes: TIA-568, NEC, OSHA 1926 (construction safety), NWSA certifications, BICSI guidelines, and client-specific quality manuals.

Experience developing and executing Quality Control Plans for infrastructure projects.

Leadership and Management Experience and self driven.
Education & Certifications (Preferred)

Bachelor's degree in Construction Management, Civil Engineering, Telecommunications Engineering, or a related field (or equivalent experience).

Relevant certifications such as:

Certified Quality Manager (CQM) or ASQ certifications

OSP Inspector certification (e.g., FOA CFOT, BICSI)

OSHA 30-Hour Construction Safety

NWSA or similar telecom safety credentials

Required Skills & Competencies

Excellent attention to detail with strong analytical and problem-solving abilities.

Proficiency in quality documentation tools, project management software, and Microsoft Office (Excel for metrics tracking) and/or Google Suite of Software (Sheets & Docs).
