About The Division:

Fiscal Management facilitates the flow of financial resources to achieve the goals of the state in support of the Comptroller’s role as the state’s chief accountant.

Work Hours

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Experience:

· Three years of experience with system processing/support or systems analysis work in any one or combination of the following: human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition management and employee/manager self-service systems.

· One Year of experience working with CAPPS (Centralized Accounting & Payroll/Personnel System) or Peoplesoft FSCM version 9.2 or higher.

Preferred Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.

 

Experience:

· Developing requirements, analyzing, designing, developing, testing and implementing components of the Comptroller’s statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, and Uniform Statewide Accounting System).

· Experience working with Texas state government processes, policies and procedures including but not limited to:

o Expertise with the CAPPS timesheet as a functional core user or super user.

o Familiarity with schedules, schedule overrides, and FLSA workweeks.

o Strong working knowledge of time reporting codes, override reason codes, and payable time.

o Knowledge and rules and regulations related to State of Texas holidays and compensatory time.

o Experience running ad hoc Time and Labor process.

o Analysis and processing of Time and Labor reports.

· One year of experience as a CAPPS Level 1 support staff working with PeopleSoft Human Resource/Payroll or Financials modules, version 9.2 or higher.

· Experience creating training curricula, conducting training classes, and evaluating training classes or programs.

· Experience participating in large projects.

Substitutions

One additional year of experience with system processing/support or systems analysis work in any one or combination of the following: human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition management and/or employee/manager self-service systems. May substitute for thirty semester hours of educational with a maximum substitution of 120 semester hours (four years).

Licenses and Certifications

Project Management Professional (PMP), Certified Public Accountant (CPA), Certified Payroll Professional (CPP), Professional in Human Resources (PHR), Society of Human Resource Management-Certified Professional (SHRM-CP), Society of Human Resource Management-Senior Certified Professional (SHRM-SCP) or Senior Professional in Human Resources (SPHR) certification is preferred.

 

ITIL Training as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year. New hires are required to complete their initial CAPPS ITIL Journey training by December 31 following their new employee six month probationary period.

The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.

Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required. These classes are in addition to, and do not substitute for any training requirements at the division or agency level.

In this role you will:

Initial/Expedited System Support: Provides CAPPS HR/PY production support by primarily supporting the Human Resources, Benefits, and Position Control modules. Duties may include, but are not limited to:

· Performs configuration-based changes after direct interaction with designated agency personnel and in accordance with established processes, workflows, and best practices.

· Works with system SMEs to define integrations and data sharing needs.

· Rapidly screens, assigns, and/or works incoming requests, including data changes and information requests.

· Assists in validating test results to ensure proper error resolutions.

· Oversees and/or conducts training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.

· Assists with system upgrades, releases, and disaster recovery activities and serves as Emergency Relocation Group (ERG) Primary Telework participant.

· Provides training assistance and User Acceptance Testing support for designated agency personnel.

· Communicates complex concepts both verbally and in writing.

· Performs other related tasks and responsibilities as required or assigned in response to business need.

All production support is expected to account for the system interdependencies with other functionality, modules, legacy systems, reporting needs, and overall data integrity.

Customer Service:

Provides all customer-facing responsibilities in support of the CAPPS production instance for both Central and Hub agencies. Customer Service duties include, but are not limited to:

· Provides Service Desk coverage by responding to CAPPS Support Requests on the Help Line, the shared email account, and the Service Request ticketing system.

· Responds to written inquiries expeditiously and professionally. 

· Assesses and properly escalates Service Requests.

· Maintains service requests with current information and an accurate status.

· No service request is closed without a documented and tested resolution.

System Support:

Provides advanced analysis of the CAPPS production system for both Central and Hub instances. Production support duties include, but are not limited to:

· Evaluates business needs, analyzes processes and creates justifications for changes and process improvements.

· Identifies problems and proposes innovative solutions.

· Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.

· Coordinates and/or plans, designs, develops, implements, supports, and maintains information technology security measures to safeguard departmental information.

· Maintains all associated documentation.

Performs related work as assigned.
