Pay Information
Full-Time Salary Range: $92180 - $156707
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

| Job Summary |
| This position is responsible for managing, reporting and self-assessing Contractor Outcomes of the Government Property Management System as applicable to each business unit. This includes the maintenance of records and issuance of required contractual and FAR reports concerning government-owned property from its receipt at the company to its final disposition after contract completion or termination. This position includes performing, reviewing and approving self-assessment(s) and supporting the Government’s annual survey of the Government Property Management System across the business for all CAGE codes. Will also be responsible for the oversight and monitoring of PIEE activity to include tracking transactions. Acts as a liaison with internal and external customers to resolve government property issues. |
| Primary Duties and Responsibilities |
| This position will be the lead self-assessment auditor for the business area and will coordinate all aspects of the assessments by interfacing with appropriate department personnel, DCMA’s Property Administrator if/when necessary and collaborate with process owners and stakeholders to secure any corrective actions necessary. Track and oversee all PIEE transactions to ensure consistent standard approaches are being accomplished across the business and monitor all PIEE activity for the department. Track and maintain all internal corrective actions, perform follow up(s) to ensure corrective action has been implemented and being followed by process owners. Review and assess all property procedures and work instructions to ensure they are compliant, address all FAR/DFAR requirements from level 1 to level 3 site specify. Collaborate with process, stake and control owners on all elements of auditable requirements to ensure processes and procedures are compliant. Maintain auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites. Ensure records include authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, sub-contractor control, maintenance, disposition and contract property closeout. |
| Prepare internal and external reports pertaining to government property. Maintain auditable backup data and files e.g. Loss, Theft, Damage or Destruction of property (LTDD); Reports of Discrepancy (RODS); report applicable property in the Item Unique Identification (IUID) registry; and reports of inventory and Plant Clearance. |
| Write a moderate amount of correspondence to internal and external customers, vendors, and DCMA personnel. Prepare draft procedure changes to implement FAR/DFARS requirements or locally directed management changes. Prepare status reports to management on departmental activities. Coordinate moves with Quality and DCMA as required. |
| Direct interface with Government agencies on Government Property Audits, transfers, closeouts, inventories and other inquiries for all cognizant prime and subcontracts. |
| Assist in appropriate phases of the Government’s survey of a Line of Business, (LOB) site’s Government Property Management System. Assures that deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the findings, recommending solutions and assisting in the development and implementation of the corrective action plan. |
| Create, update and maintain records (active and retired) in current and accurate status reflecting the various life cycle events (cradle to grave) including maintaining supportable evidence via soft or hard copy of the life cycle transactions. |
| Provide government property guidance on all new business proposals or contract awards. |
| Ensure compliance with company policy and procedures, contractual and FAR/DFARS requirements. |
| Interface with other functions to ensure property record keeping and reporting. |
| Develop process and procedures for performing Self Assessments to determine process control and measurements of all cognizant business units. |
| Lead coordination efforts with the other Business unit Government Property Managers within the sector to ensure coordination of deliverables to DCMA or other US government agency property administrators. |
| Provide work status to manager on an established basis. |
| Responsible for detailed review tasks for specific government property elements. |
| Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective action. Develop strategies, testing and analysis methods for more complex problems with limited guidance from management. Develops practical and economic solutions to property problems with high complexity in compliance with given requirements. |
| Responsible for preparing presentations for internal/external peers, and customers. |
| Participate in work groups. |
| Able to perform other duties as needed. |
| Demonstrate independence in establishing Property requirements from regulations. |
| Demonstrate ability to develop self-assessments to validate our system effectiveness. |
| Identify property issues and implement potential practical and simple solutions. |

| Preferred Minimum Education / Experience: | High School Diploma or equivalent plus additional 12 years relevant experience, including 9 years as a Property Administrator; or relevant Associate’s degree plus additional 10 years’ experience, including 7 years as a Property Administrator; or relevant Bachelor’s degree or equivalent plus 6 years’ experience, including 3 years as a Property Administrator. |
| Preferred Education / Experience: | Prefer relevant Bachelor’s degree. Prefer knowledge of UID Registry and DCMA Etools. Prefer Certification in National Property Management Association (NPMA). Prefer Experience in a Defense Contracting environment. |
| Preferred Minimum | High School Diploma or equivalent plus additional 12 years relevant experience, including 9 years as a Property Administrator; or relevant Associate’s degree plus additional 10 years’ experience, including 7 years as a Property Administrator; or relevant Bachelor’s degree or equivalent plus 6 years’ experience, including 3 years as a Property Administrator. |
| Preferred Education / Experience: | Prefer relevant Bachelor’s degree. Prefer knowledge of UID Registry and DCMA Etools. Prefer Certification in National Property Management Association (NPMA). Prefer Experience in a Defense Contracting environment. Auditing experience using property clause requirements. Strong assessment skills.
