JOB PURPOSE Under general supervision applies knowledge of concepts, practices and procedures to interpret and apply company polices and government regulations in administration of payroll and 401 (k) to include: consulting with supervisors and employees on direct and indirect payroll and 401 (k) related issues; ensures company payroll is processed timely and accurately and in full compliance with wage/hour regulations and the company's policies and procedures; ensures timely response and compliance with all state and federal correspondence such as wage garnishments, EDD statistical data, tax agencies, etc. Serve as a backup for bi-weekly payroll and processes monthly Expat payroll. Serve as the backup administrator of HRIS and Time/Attendance systems. This includes system improvements, personnel data management, establishing business hierarchy structures, troubleshooting, and system integration within the HRIS modules. Responsible for managing and planning the day-to-day operations of group benefits programs (401(k) retirement plan and Wellness Program). The administrator also provides excellent customer service and quality benefits plans, investigates new programs, improves existing programs, and monitors benefit administration as well as designs employee benefit plans and provides analytical and technical support in the delivery of the benefit programs (for 401 (k) and Wellness Program). Serve as a backup for general administration of benefits as needed. Will provide support for general administration for Leave information for payroll, tracking of benefit premiums while on leave and legal updates regarding 401 (k) and Wellness benefits. Makes changes to payroll files, process corrections and review time sheet data. Processes expatriate salaries on a monthly basis. Obtains necessary data to enter salary information. Interfaces with all departments on direct and indirect payroll matters such as benefit accruals, employment verification, time clock installations, and end-user system training. Processes bi-weekly and monthly payrolls. 40% Maintains data in the HRIS and Time/Attendance system for all current employees, new hires and terminations. Also creates new and existing reports based on data within the system. Creates reports per pay period to reconcile adjustments against payroll reports. Ensure proper deductions reflected in employee records. Regular and customary reconciliation reports include FSA, 401 (k), Accumulators, Vacation Accruals, and Month-End reports for Finance department, HR Executive Coordinator. 5% Cross Functional Support: Responds to employee inquiries regarding payroll related matters. Creates ad-hoc reports and completes ad-hoc projects that directly impact HR such as LOAs, Work Comp, 401 (k), and Benefits. Supports all document reporting requests for HR audits and Finance audits. Processes additional requests from management team such as Overtime and Labor Costs reports. Processes verification of employment letters and vendor maintenance. Research enhancements to the HRIS system to maximize usage for HR department. 5% 401 (k) Administration: Ensures proper handling of enrollments, terminations, changes, beneficiaries, calculations and compliance testing. Ensures maintenance of employee benefit files and updating of employee payroll records is taking place in Fidelity and ADP. Assists in the administration of wellness programs and activities designed to improve employee health and well-being. Recommends changes and/or additions to programs that reflect the changing needs of the employees. Assists with the administration of general benefits. 30% Evaluation, Measurement, Audit: Audits the accuracy and performance of benefits plans [401 (k) and Wellness Program]. Analyzes the current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs and identifies the company's stance. Performs plan audits. Prepares, collects, and organizes data for actuarial assessments. Reviews data in conjunction with actuarial evaluation. Reviews both short and long-range cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs. Surveys industry trends. Completes benefits surveys and reviews information obtained from the results. Analyzes complex benefits information. Forecasts trends and assists with future benefits designs. Develops specific recommendations for review by management. Monitors administrative costs of benefits programs and recommends cost containment strategies, including alternative methods for administration and funding. Prepares budgetary recommendations and assists in the monitoring, verifying and reconciling of budgeted funds 20% WORK SCHEDULE/TRAVEL 8:00 am - 5:00 pm Minimal overnight travel (up to 10%) by land and/or air. MAJOR CHALLENGES AND KEY DECISIONS Payroll Interfaces with employees and supervisors throughout the organization. Responds to requests timely in-person or through email or phone communication. Interfaces with ADP vendor to investigate discrepancies and provide information in non-routine situations. Creates, Conducts and/or Coordinates system training for end-users. Works closely with IT on time clock installations and product upgrades. Process payroll in a timely manner in accordance with the wage and hour law. Review employee hours worked, authorized deductions and prepares related reports and records. *Must schedule non-emergency time off to ensure payroll is processed. Processes all garnishments and tax offsets. Process all employee verification requests through outsourced vendor; prepares verification letters when needed. Ensure that interface of data is accurate between the HRIS, payroll, time/attendance and reporting modules. Process government reporting (i.e. EEO-1 Report Ability to back up other HR functions (ex. recruiting, benefits, etc.) Ensure vacation, time attendance, and travel time policies remain up-to-date, relevant by periodic bench marking Audit payroll, organization structure reporting relationships New company locations properly set up timely (taxes, unemployment, etc.) Keep management informed of any issues on a timely basis Additional duties as assigned. 401(k) Administer 401 (k) enrollments, rollovers, distributions, loans, hardships and compliance testing (NOT, Control Group and 5500 Reporting). Ensure timely corrections made and documented within periods defined in plan document Annual Discretionary funding Develops communication tools to enhance understanding of the company's 401 (k) plan including monitoring of increased participation rate. Acts as a participant on 401 (k) Fiduciary Committee, coordinating with Plan Advisor to schedule and hold regular Committee meetings, oversee activities of Plan Advisor including timely publication of minutes and compliance with fiduciary obligations. Provides customer service support to internal and external customers. Develops communication tools to enhance understanding of the company's 401 (k) plan. Designs and distributes materials for orientations and summary plan descriptions. Creates and conducts presentations using audiovisual tools, including PowerPoint and videos. Provides training and support on 401 (k) to management and employees and the field staff. Wellness Program Serve as the main point of contact for the Wellness Program. Administer and develop communication campaigns for wellness program designed to increase employee retention and satisfaction. Research, analyze and recommend program enhancements. General Benefits Serve as a backup for general administration of benefits as needed. Provide support for general administration of leave information for payroll, tracking of benefit premiums while on leave. Research, analyze and recommend legal updates regarding Wellness benefits as needed.
