Job Description
Under the direction of the Executive Director- Transportation. Responsible for planning, organization, coordination and implementation of the district's transportation system: including driver recruitment, school bus request, routing efficiency, school bus stop placement and ensuring every school bus stop and route is with the highest standards of efficiency, safety and quality.
Essential Duties
1. Plan, organize and work with the local transportation supervisor to ensure that all routes and stops are designed with the highest standard of safety and efficiency.
2. Serve as the liaison between the administration, transportation supervisors, school bus drivers and public to address complaints from discipline issues on the school bus to complaints related to job performance of school bus drivers.
3. Provide technical expertise, information and assistance to the Executive Director- Transportation regarding transportation issues, driver conduct; assist in the formulation and development of policies, procedures and programs to assure safe transportation system for Horry County Schools.
4. Assist in planning, organizing and implementing districtwide routing plan for all students in Horry County Schools.
5. Ensure that all State requirements are met and submitted in a timely fashion, which include all R-16 data and related documents that are required by the State Department of Education.
6. Develop and prepare monthly, quarterly, and annual updates on driver employment status, which include daily attendance, vacancies, extended medical and FLMA. Report will need to show any trends with absenteeism and provide solution and strategy to reverse trend.
7. Operate a computer and any software that relates to the transportation department, which includes ARC-GIS.
8. Work with state and county bus shops to develop strategy to maintain the state and local school bus fleet to minimize vehicle down time.
9. Work with the State Department, Local State Supervisors to request additional State School Buses when necessary.

Perform other related duties as may be assigned by the Executive Director of Transportation Services.

Minimum Qualifications (Knowledge, Skills and Abilities Required)
1. Bachelor's or Master degree from a four-year accredited college or university, with 5 years of school bus transportation experience or 10 years of management experience in related field.
2. Must obtain a Class B CDL and certification from the state department of education the necessary credential to drive a school bus for the State of South Carolina.
3. Must have advanced computer skills and have basic knowledge of ESRI, Arc GIS
Physical Requirements
The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand and reach with hand and arm and pull the emergency brake; walk; sit; stoop or kneel; crouch or crawl.
• Additional physical requirements include the following:
• Physically capable of frequently lifting or moving up to 125 pounds.
• Must be able to exit through the rear emergency exit of the bus.
• Must be able to drag 125 pounds 30 feet in 30 seconds.
• Must be able to go up and down the school bus steps rapidly three times.
• Must be able to hold the brake pedal down for sixty (60) seconds.
• Must be able to alternate quickly between the throttle and the service brake.
• Must be able to open and close a manually operated bus service door.
• Specific vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to focus.
• Ability to sit and stand for extended periods of time:
• Manual dexterity for the purpose of using a telephone and data entry.
• Read a computer screen and printed material with or without vision aids.
• Hear and understand speech at normal levels and on the telephone; and
• Speak in audible tones so that others may understand clearly, both in person and on the telephone.
